cant speak about ATT in particular(since I am a hater of ATT sucker) but for SIM(no matter whatever the network is), there is a SIM number on the SIM card.
All you need to do is to find another never used or not active or used (may be some old SIM which was not in service and catching dust etc). All you need to do is to call the service provider and tell them that you have lost your old sim and got the new sim, request to change the SIM number. Then all of the old SIM data (including the phone number, remaining minutes etc)would be transferred to your new SIM.
At least this is true with my latest TMobile smart phone move from HTC phone to IPhone. I got a free never used SIM card, noted the SIM number from it, cut it into the micro SIM, called TMobile, told them to change the SIM number on my account. Done!!

Is there any harm if I tell the att rep that we lost the phone? Is it better to just go for an upgrade without mentioning the loss? In that case will they put a new SIM in the new phone or expect us to move it from the old phone.

infact at any poitn of time we can request a new sim...charge untundi ante..talk to cusotmer rep for 2 minutes..they will waive..
