I can't agree to this. So, I will elaborate certification part. It should require mental health certificate from a government approved psychiatrist. It should also require 2 or more conduct certificates or recommendation letters from current gun owners. Competency assessment. Must disclose any threats that they need protection from. Each action has an unintended consequence. So lets talk training. Unintended consequence is you u get better ga shooting. I think the reason could be if you trigger 60 atleast one will hit. Very few people will have the training to hit targets. The gun under in both Las Vegas and Florida are not automatic. It is called semi automatic as it helps to reload bullets without manual help. Still person has to press trigger for every bullet.
