Special package to AP : Extra burden on the central government to support a bad decision. 3. Same is the case with filling the revenue deficit. 4. Central govt institutions including the railway zone, if they are given by splitting the existing institutions there is no issue like splitting doordarshan etc there is no issue. If a reorganization has to be done, it has to be done after assesing the impacts to other states. 5. If certain demands have to be fulfilled like any other state but if priority is to be given because of the loss suffered by the state due to unscientific division, then it gets subjective. This makes it more unscientific. There are multiple ways to solve this problem and fix the issues that came up with the AP reorganization act of 2014. 1. amend the act to move 7 assembly constituencies from Telangana to andhra pradesh. They are achampet, Kalwakurthy, Maheswaram, serilingampally, Rajendra Nagar, Kukatpally and Jubilee Hills. These areas have enough economic activity happening currently and hence can compensate the loss for Andhra. 2. Take the revenue surplus/deficit of the last financial year when the state was united. Take 58% of that number. Add this to the revenue deficit for the first year of the divided state of andhra to calculate the net revenue loss. Amend the act to split the section 9 and section 10 institutions based on the commercial value of the assets owned by these institutions. a company like PWC should asses the assets. The institutions should be split as (58% of the value + 10 times the net revenue loss) to andhra and (42% of the value - 10 times net revenue loss) to telangana. 3. remove the districts of Kadapa, ananthapur and Kurnool from Andhra Pradesh and make it a special economic zone administered by the central government. Provde tax incentives to companies there. That way the revenue deficit of andhra pradesh will be nullified and they will be on their growth track. This region will also grow due to the tax incentives, proximity to Hyderabad, chennai, Bangalore and Newly constructed Amaravati. | ||
