LOL..there lies the strategy of BIG Corporates..cos everything goes preplanned with backdoor negotiations and kickbacks..in the above example,they may quote that the rate is for first 100 SUVs and add certain clauses like the remaining SUVs at 'mutually negotiated prices" or they may quote 300% higher prices for maintenance and spares.Trust me I have worked for a big corp and I know how tender specs are played with to meet requirements /Specs of a particular vendor. Most contractors/companies will not care for initial loses as they know once they gain entry into a govt project,they can get future contracts or additional works at many times more profits The classic and live example is the recent tender for AP Temp Secretariat.Fiest the project was for 2 floors and 360 crores project ..but later after a month the govt has gone ahead with 4 more floors and enhanced the project value to 1000 crores. As it was a 300 crores project with fast completion clauses many contractors have not shown interest as it may not work out for them.But if it was announced as a 1000 crores project with no urgency clause..there would have been dozens of contractors in line.. | ||

Swiss challenge is itself big questionable/flawed method (for project related contracts) In regular contracts govt sets specs and prices and contractors vie to quote the best possible rates..where as in swiss challenge it is the contractors who "proposes" their plan/offer and govt invites other contractors to beat the prices and win the contract For eg: say govt needs 100 SUVs and Land Rover submits a proposal for supplying Range Rovers @ $10k each.Now in swiss challenge method some one has to counter that bid by offering Ranger Rovers for less than $10k which is impossible as the factory will not supply for less than $50k In projects there are lot of technical specs or items that few companies have monopoly or exclusive agreements and it is difficult for other contractors to beat the prices | ||

I don't know why AJ is spreading this ? Actually Singapore Consortium is NOT buying Land from Govt.They are developing with on 58:42 or some basis.The Govt equity is in the form of Land and Singapore companies will invest their portion in form of capital to develop that land. Suppose ,they will be investing 4000 crores for to develop 100 acres land into a commercial complex ..that means the the govt part of the investment will be 42% ...so conversion of the 4000 crores to 42% will be technically land value on paper But this is developed land to be given to them will all rods and infra in core capital | ||
