Praising Sebi, the source said, although it did not have the power to inspect, it had started prosecution complaints against some of these companies. Giving an instance, he said that the Shyamal Sen commission has asked money from the residents of one of the Saradha Group properties in South 24 Parganas Bishnupur area for registration of their apartments. The apartment holders had paid money to the commission and got their flats registered. "Now as a result of this, we are facing problems in starting the adjudication process in spite after attaching the properties." "We have asked for the money collected. But the money is forwarded to state government", he said. He said that lack of resources in the ED in terms of manpower and logistics support was also creating a hurdle. Meanwhile, the ED had served summons to several English columnists and writers who had contributed in the Saradha group newspapers and also gone to foreign junkets. Rajan, the on-leave Professor of Finance at Chicago Booth School, said he would return to academia but would be ready to serve India again in future. Rajan indicated he was willing to take a shot at a second term, saying he was "open to seeing" through his unfinished work on containing inflation and cleaning up the books of bank, but said no to a second term "on due reflection, and after consultation with the government". This is being seen in some quarters as his unhappiness over the way things have developed in recent months with regard to a barrage of personal attacks on him from some quarters and the government reaction to that. Puri: We have lived through both financial crisis and the macro crisis before as you know so we had governors who dealt with these types of situation and actually dealt with it well. To that extent RBI is a very strong institution that has an institutional track record of responding well to crisis. Of course it will need the right political support to do so. It will be hard to find someone as good as Rajan to deal with that. I don’t have concerns about the institutional reforms to these. A central banker can't also be a public intellectual, is how this critique was framed. Rajan's stature as a major thinker was not the issue, but an RBI governor must appear to be far more removed from the hurly-burly of public affairs, it was felt. Moving to a inflation targeting economic structure is one of the cornerstones of strong economic policy making. b) Moved the discussion totally towards CPI and not WPI. For decades, the govts have been fooling the public by using the WPI for inflation communication and policy making, which does not capture the prices consumers were making. This has been done very seamlessly and not a whiff of complaint from the UPA, you have to give credit where it is due to the UPA for that. c) New banking licenses were given to deserving players and not corporates which wanted to establish banks to further their industrial empires d) Crackdown on banking NPAs and crony capitalism. Historically the banks have relied on periodic interest rate cuts to make money on their G-Sec holdings MTM and absorb losses without a ruffle. But now with rajan holding rates high or steady, they did not make money on their assets side to push their losses under the carpet. Never before has any other RBI governor has come out so strongly against defaulters and crony capitalism and how it drives up costs for the rest of the economy. To people who say that he refused to disclose the names of the wilful defaulters, the nuances of those arguments are lost on them. e) India could have easily become like a Brazil after 2013 and the rupee go into tailspin. He controlled that very well through this explicit inflation targeting and the public communication that inflation will not be tolerated. As economics 101 will tell you communication of intent is as important as the actual policy itself. f) Asset quality reviews to stress test the banks g) What the bhakts do not realise is that Rajan was very good for both their savings and the markets. He has said very often that we are very often reducing deposit rates to give low rates to corrupt borrowers and that the middle class depositers need to make money on their savings by good real interest rates. Yes, interest rates were high - they might have hurt borrowers but not the savers. There are various other measures for market development,banking bureau etc etc. Unfortunately we have morons now who believe that we should have lower interest rates and also strong exchange rates, i might as well part the Red Sea. | ||

To be fair, both Reddy and Rao went head on against the UPA govt many times and maintained the independence of the RBI. But that alone can't be the criterion for judging the RBI governor. He primarily has to be a brilliant economist who understands markets, institutions, international forces, political reality etc. And as you said, Rajan was a rare economist we had as RBI governor. | ||
