The Glass-Steagall Act, also known as the Banking Act of 1933 (48 Stat. 162), was passed by Congress in 1933 and prohibits commercial banks from engaging in the investment business. That is only half the story. The other half is the government buying up subprime mortgages through Fannie & Freddie. Govt wanted to provide housing to all the poor people and started purchasing all the mortgages. More than 75% of all subprime mortgages were bought by Fannie & Freddie.
