HYDERABAD: Singapore and the Indian state of Andhra Pradesh are taking steps towards conceptualising the state's new capital city. Singapore announced the appointment of Ambassador-at-large Mr Gopinath Pillai as the special envoy to Andhra Pradesh on Thursday (Feb 26). Singapore Foreign Affairs Minister K Shanmugam and Mr Pillai met with Andhra Pradesh’s Chief Minister Chandrababu Naidu in the city of Hyderabad on Thursday. International Enterprise (IE) Singapore and the Andhra Pradesh government had signed a Memorandum of Understanding to prepare a master plan for a new capital. Last year, the Indian government approved the division of Andhra Pradesh into two states – Telangana and Andhra Pradesh. The capital city Hyderabad is to be shared by the two states for 10 years. Andhra Pradesh’s Chief Minister plans to come up with a new capital within five years and sees the challenge of building a mega city from scratch as a challenge. The new capital city will be built at an estimated cost of S$16.5 billion. Mr Naidu said that choosing Singapore to conceptualise the project was a natural choice because both Andhra Pradesh and Singapore had a lot in common. "There are some countries, even America, even some more countries (where) we see similar cultures, similar conditions are there in Singapore. Because only the environment, the way (that) even (in) Singapore, land is very limited, even in India land is very limited. So for our culture, for our situation, best country is Singapore to have (this project) right now,†Mr Naidu said. Mr Shanmugam said approval was given by the Singapore cabinet to work on this project together with the Chief Minister’s office, and the government of Andhra Pradesh. “The Ministry of Trade and Industry, Minister Iswaran is involved and has linked up with the Chief Minister. In fact, Minister Iswaran was here a few weeks ago. He has now taken full charge of the project. There is a joint working group, which is working very well, having many meetings,†Mr Shanmugam said.
