The problem is not with Russia,but India Ins other countries (even in Pak) the military decides the requirements and send to Govt for deliberations and approvals..decisions are taken quickly and implemented But in India, when army sends proposals,our Govts simply keep them in hanging..firstly with procedural delays/Red tape,secondly approval and allocating finances..(as it involves huge amounts..the Govts prefered to spend money on vote fetching schemes and delayed approvals to pass on to next Govt to take decision) I think military purchases authority should be given to military with transparent mechanism in place..and Govt should be just paying for the purchases | ||
