There has been a rapid growth in IT Enabled Services with the city of Hyderabad achieving a growth rate of 323 percent during 2001-2002 according to the NASSCOM study, which is the highest in the country. Power Sector Reforms of our state has become a model at the national level arid the Andhra Pradesh Transmission Corporation (APTRANSCO) has been rated by CRISIL as the best rated corporation in the country. APTRANSCO has achieved the highest score of 75 as against the lowest score of 10 in the country. The Plant Load Factor (PLF) of APTRANSCO of 86.3 percent has been the highest in the country as against the all India average of 69.9 percent. Community participation in forest management in the state has been acknowledged as a model by many external agencies. There has been an increase of 939 square kilometers in the forest cover, which is the highest in the country during 1997-1999 and one fourth of the total increase in the forest cover in the country has been in Andhra Pradesh. People's participation in watershed management has made a substantial impact and the ground water table has increased by an average of 1.27 meters in the state through the water conservation activities undertaken under the state government initiated Neeru Meeru programme. Privatization of municipal services in Hyderabad city has been a great success with Rs.20 crore being spent on 75 percent of sanitation maintenance through privatization as against Rs.45 crores being spent on 25 percent of sanitation maintenance through municipal workers. People's empowerment particularly empowerment of women by organizing them into Self Help Groups in the state has been a model in the country. 4.5 lakh women groups with 16 lakh members and Rs.1500 crores of group savings have set an example of sound entrepreneurship. A new Advisory Commission has been constituted to initiate and monitor administrative reforms in the state. The National Games being held at Hyderabad has created a new spirit and pride among the youth and a time has come now to prepare ourselves for bidding for the next Olympics. Annual Plan 2000-01 - ANDHRA PRADESH Opening Remarks by the Deputy Chairman, Planning Commission I welcome the Chief Minister of Andhra Pradesh and his colleagues to this meeting for the finalisation of Annual Plan 2000-2001. 2. The State is to be complemented for pursuing economic reforms earnestly. It also has to its credit a number of other noteworthy achievements. The rural poverty has been brought down considerably the more appreciable feature of which has been the massive mobilisation of women in DWACRA and Self-help Groups all over the State. Janmabhoomi Programme has genuinely enthused people towards participation in rural development activities. Clean and Green campaign is an innovative attempt of Environmental Improvement in this process. Andhra Pradesh is likely to be the 3rd State in the country to achieve replacement level fertility by the year 2002 despite not so favourable attainments in per capita income, literacy and infant mortality. While it has made modest gains in the spread of literacy, it is the only State which has enacted legislation exclusively for farmer’s management in irrigation systems. It has taken up a large programme of integrated water shed development in rain-fed areas. The performance of State Transport Network is one of the most efficient in the country. The State has also created institutional arrangement for people’s participation in large number of sectors such as water resources and forest management, primary education, nutrition and rural development. 3. The Government of Andhra Pradesh has done exceedingly well in development and promotion of Information Technology. It was satisfying to note that high quality Information Technology infrastructure like High-Tech city has been created by leveraging private sector initiative. Cyberabad is poised to take lead in creation of technology products and services that can reach out to growing markets in a globalising economy. The State has been a major contributor of skilled IT professionals in the global market,. The efforts of the Chief Minister towards setting up of High-Tech Business management and Technology research institutions in the field with private sector participation are very strategic initiatives. More significantly, however, Andhra Pradesh has done pioneering work in using Information Technology for improving governance, providing efficient services to people and establishing direct grass root level contacts with people for grievance redressal. 4. There are, however, some areas of concern - The trend of increasing dependence on borrowing as a percentage of Plan resources has continued during the year despite the attempts made to increase tax and non-tax revenue and to initiate efforts at reduction of non-Plan expenditure. The recovery ratios for irrigation is rather low and the contribution of the State Electricity Board has further deteriorated to minus 3565.51 Crores during the current year. The State Government would need to vigorously pursue various measures already outlined for improving the fiscal health to reverse this trend. 5. Agriculture continues to be an important sector in the economy contributing 28.3% towards the State GDP in 1998-99 and in which 71% of the population is engaged for livelihood. Agriculture growth has also been recognised as the route to poverty alleviation in rural areas of the State. Yet, the share of allocation that the agriculture sector has received in the State Plan is not matched by its importance. Further, private sector investment in agriculture infrastructure is not showing up while the public sector investment is declining. On the productivity front, while the Maize crop is doing well and fisheries and poultry sector have recorded a very high growth rate, the productivity of rice is declining. The cultivated area along with productivity of coarse cereals production specially that of Jowar is coming down which may have adverse effects on the consumption pattern and nutrition levels of people in rain-fed areas. Although the area under cotton cultivation is increasing, the yield of cotton is declining. It may be explored whether farmers in Andhra Pradesh should not consider other remunerative crops in view of the high risk attached to cotton. The regulatory and fiscal measures such as movement restrictions, marketing taxes etc. which may be creating disincentives for increasing productivity and private sector investment in agriculture may be reviewed. A more effective strategy should be chalked out to protect farmers against the impact of extreme market fluctuations. 6. As per economic indicators, the incidence of poverty is higher in the rural areas of the State. The expansion of training and skilled development opportunities do not seem to have made any dent on creation of employment opportunities in the rural areas. Growth in real wages has declined. Malnutrition is still a problem notwithstanding the existence of a comprehensive Public Distribution System. There has been a steady decline in cereals and milk consumption. The pace of decline in infant mortality has also been slower. On an average, only 35% of the State’s children complete elementary education and the percentage is even lower in respect of SCs and STs. My attention has been drawn to a recent Task Force Report on reduction of poverty by the World Bank according to which incidence of poverty and under-development is concentrated in certain regions of the State. To tackle this problem, the poverty reduction should be addressed in a holistic manner with efforts to bring about convergence of Programmes across the sectors and greater emphasis on seeking out synergies of intervention with geographical targetting of resource allocation and social mobilisation and empowerment programmes. 7. A large number of committees and participatory structures have come up at the village level in respect of various sectoral programmes for facilitating people’s participation such as Van Samrakshan Samithi, Mothers Committee, Education Committee, Waterusers Association. Watershed Committees etc. There is need to harmonise these structures with the PRI set up so that synergies created can reinforce the attempts at more effective people’s participation. The process of decentralisation may be further accelerated with transfer of power, resources and administrative control of over-staff. 8. I would like to draw your attention to two indicators of labour market i.e., wages of agricultural workers and incidence of child labour which show a low annual growth in real wages of unskilled agricultural labour and high incidence of child labour. Also the State has not been able to set up a Welfare Board for construction workers as the rules under the Buildings and Other Construction Workers Act, 1996 are yet to be framed. The State has to take steps to strengthen labour market institutions for the unorganised workers. This requires fixation of appropriate level of minimum wages, their rigorous enforcement, some effective social security system and setting up of the welfare board for construction workers. The State should also take initiative for rehabilitation of child workers to supplement the national efforts. 9. The State deserves commendation for creating an investor friendly environment by its reform efforts and initiatives at radically restructuring the style of governance which have earned recognition even from by acclaimed international financial institutions. The new industrial policy of the State Government aims at a high annual growth per annum with emphasis on increasing employment generation. This vision ,however, is not consistent with recent trends in investment proposals and grounding of projects. The State may look into the reasons contributing to this situation and take corrective measures without resorting to escalation of incentives. 10. The State has done well to bring out "State of Environment Report" which identifies Six areas of concern. The task now is to draw up policies and programmes to address these issues. Since agenda for action would have to be based on rigorous studies embedded in epidemiology and natural resources accounting and appropriate financial provisions would have to be made for this purpose. In certain areas however, action can be taken straightaway by appropriate convergence of existing programmes and strengthening of institutional arrangements for stricter enforcement of environmental laws. For example, the steep escalation of death toll due to diarrhea from 1707 in 1986 to 9004 in 1993 mentioned in the report can be tackled by providing sanitation and safe drinking water facilities in areas where incidence of diarrhea deaths is very high. 11. As per reports of the State Government, 11602 habitations are affected mostly with fluoride and salinity in the drinking water sources. Central Government had sanctioned 56 projects covering 4216 habitations in Andhra Pradesh at a cost of Rs.571.02 Crores. However, virtually the entire funds have been spent covering only 2117 habitations. Further, out of total 293 deflouridation plants installed with central assistance, only 10 are reported to be functional at present. There is need for a critical review of the entire quality control projects. Also, more concentrated efforts need to be made to complete the projects already sanctioned for the remaining habitations and to bring the defunct plants into beneficial use as well. 12.
