"November 2001" is proud of breaking the record and taking it from "October 2001" for holding EB3 India priority date. Every year when the October quota opens, the USCIS/DHS/State officials do not worry about spending time on calculating cut-off date for EB3 India. They have it ready on the shelf, "November 2001".
