This is being done in order to stem any terrorist attacks in the future. Sources in the state Intelligence Bureau (IB) told Newsline: âIt is now high time that a separate intelligence apparatus comprising highly professional personnel be set up in Gujarat on the lines of the Home Land Security established in USA after 9/11. It keeps constant tab on disruptive forces and ensures foolproof internal security arrangements for the safety of people in that country.â "It is necessary that the government tone up the state IB and equip it with modern gadgetry and competent personnel having aptitude for intelligence work," the sources said, adding, "The entire IB wing should be system-oriented". Pleading anonymity, a senior official admitted, "State IB officers are often used by political bosses to satisfy their personal interests. Instead of allowing IB personnel to perform their duty impartially, politicians often ask them to keep track of the movement of their political rivals and collect inputs on it." Until intelligence officers are given a free hand without any political interference, they would not be able to concentrate on gathering inputs with the sole objective of ensuring internal security, added the official. He attributes several other factors to "intelligence failure" in a situation like the Ahmedabad blasts or the terrorist attack on Akshardham in Gandhinagar. There is a sheer lack of professionalism among IB wing personnel, who, on being transferred to the Intelligence Department after carrying out "lucrative" field jobs, consider their postings in this department a "punishment". This often makes these "disgruntled" policemen lethargic when it comes to handling their new intelligence assignment", pointed out the officer. Yet another factor that has reportedly dogged the state IB wing is the acute shortage of staff at all levels below the rank of Superintendent of Police. There are several vacant posts of DySP, PI, PSI and Head Constables that have not been filled up for long, said the sources. Confronting the perennial problem of staff shortage in the state IB, the government has now decided to directly recruit fresh personnel up to the PSI level in the IB. The government will also fill up the six vacant posts of Class I officers in the state wing. "The government has already approved a proposal sent by the State Home department for a direct recruitment of personnel up to the PSI level. The department will soon initiate the process of recruitment on the lines of the one being done for the CBI with graduation being the minimum qualification,â a senior official said on Monday. |
