NBA lo substitutions are liberal. Coaches can do any number of substitution when the ball is dead. I don't see how this rule is different from substitutions when a foul is committed. Most of the coaches do substitutions when play is stopped for a foul. Here is the rule:
Substitutes may only enter the game when the ball is dead and the clock is stopped, except during the last minute of play in college, and when the clock stops after a made basket in the National Basketball Association

Yee review rule ni marchali... Game aapesariki spurs had time to discuss with coach, huddle and set up their defense...infact this is like an extra timeout...why should spurs get this benefit when it is refs that stopped the game....
Ideally spurs not have a chance to discuss and set their defense up unless they take a timeout which they did not
