As per report, it will get 20 years from the commencement of the project to repay the amount at an interest rate of 0.1%. The amount will be repaid by adjusting value added tax dues of the company. The company will be using the funds to build a township and a 'transport nagar' near the plant location in Charodi village near Sanand to meet the logistics support needed by the project. The government had also pledged to provide 100 acre for TATA for developing the proposed township. It is clear that tatas get the money for b uiling their plant and what not and their vat taxes will be adjusted as their repayments of the loan...inthakante clarity kattam.... The payment is being made even while the government and the company are locked in a dispute over the quantum of sops which were to be given at the time of the commissioning of the plant — which, in this case, was June 2010. The state government has cleared a proposal to release Rs 545 crore within the next three months to fulfill its commitment made in the State Support Agreement (SSA) signed to structure the sops. The state budget has made a special provision of releasing Rs 425 crore to the company this year while an amount of Rs 120 crore, which was sanctioned last year but not released, would also be paid to the car-maker this year. As per the SSA, the loan was offered at an interest rate of merely 0.10% on the total investment for a period of 20 years of the commissioning of the project. The state government was expected to release the first instalment in April 2010 but a dispute over calculating the total amount of the loan derailed the decision then. A high level assistance committee for mega-industrial projects, which is headed by the chief secretary, had approved a provisional loan of Rs 2138.85 crore for Tata Motors. However, the company's estimate was much higher — about Rs 3,466 crore. "The government and the company are yet to resolve the dispute over the total amount of soft loan. But, the company will get Rs 545 crore this year even as the negotiations over deciding the final amount continues," said a senior official. As per the SSA as well as a state government resolution, Tata Motors was supposed to get loan money in proportion to the gross value added tax it paid from the date of production. So far, the Gujarat government has given mega project status to Tata Motors, Ford Motors, Maruti Suzuki and a textile company ever since the scheme was announced under the industrial policy of 2009. |
