Faced with a barrage of questions on UPA-II's scam-riddled tenure, Planning Commission deputy Chairman Montek Singh Ahulwalia dropped a bombshell at the Town Hall, saying corruption is the legacy of the pre-liberalisation era when scams were rampant, but nobody asked questions. Ahulwalia was being grilled by students, economists and activists at Headlines Today's Right To Be Heard programme. The man who helped unshackle the economy in the Nineties said, "Before the 1991 reforms, every single decision to allow imports or set up industries was a scam if the current standards of probity are applied. There was absolutely no transparency in bureaucratic decisions. The public sector units bought land, clearances were given behind closed doors, but there's no evidence PSUs did a good job environmentally. But no questions were asked. The 1991 reforms cleansed the system and corruption has come down."
