R e move all caste based resevations and give reservations to kids  who study in municipal/ govt. schools for atleast last 6 years of school. This will direct the reservations to the economically backward - because the snobbery of the well off people will prevent them from sending their children to Govt. schools. The govt. schools cannot deny admission to children and have to take all kids that apply..kind of like the public education system here.Top 20% scorers of all govt. schools should be assured a govt. college seat- this has worked here in assuring diversity.
