below $15 stock... mentioned in Barrons ... last week... cheap on the basis of its price/earnings ratio—seven times expected 2012 net, in an industry that typically fetches 10 times forward earnings. On the same basis, its price-to-earnings growth (PEG) ratio is a modest 0.45. Some shareholders expect ChipMOS to initiate a dividend eventually. The company will say only that it expects to have sufficient cash flow if its board ever wants to. ChipMOS already has authorization to buy back $10 million worth of its shares, but has difficulty doing so because of Nasdaq regulations. A boon for shareholders could come if the company's main subsidiary, ChipMOS Taiwan, is listed in Taipei, as bulls believe it will be. ChipMOS Technologies (Bermuda) common, now listed on Nasdaq, would be exchanged for the Taiwan stock, which, in turn, would list American depositary receipts in New York on Nasdaq. The company says it "wouldn't rule out the option," but is noncommital. Observes Scott Bishins, a Boca Raton, Fla., investor who owns about 1%, or 320,000 shares, of ChipMOS: "If ChipMOS were trading at the same valuation in Taipei as Chipbond currently is, it would be changing hands somewhere between $35 and $40." Finally, ChipMOS's low price and good prospects could tempt an acquirer, although there's no indication that they have. But deal or no deal, investors who own the stock should eventually be in the chips. Brian Grad, an analyst and portfolio manager with ChipMOS' top institutional shareholder, Bannockburn, Ill.-based DLS Capital, calls the company "massively undervalued." DLS has owned the stock for three years and holds 2.25 million shares, about 7% of the total outstanding. "You can make an argument that ChipMOS is a $30-plus stock…. The industry trades at a multiple of five times to six times and seven times at peaks.
