The Madhya Pradesh Government has received the prestigious United Nations Public Service Award 2012 for successful implementation of a legislation guaranteeing public service, Chief Minister Shivraj Singh Chouhan said on Wednesday.

Addressing media at the Secretariat, Chouhan said that the State's Department of Public Service Management had filed the nomination of the Lok Sewaon Ke Pradan Ki Guarantee Act 2010 (Public Service Guarantee Act) and the State initiative has been awarded second place in the category of 'Improving the delivery of public services'.

"The 2012 event is particularly significant as it marks the commemoration of the 10th anniversary of the United Nations Public Service Day and Awards Ceremony," the Chief Minister said, adding the State will receive the award at a function in New York next month.

Chouhan said this year the UN received 471 applications out of which the State was selected for its best performance in the field of public service. He said the State would set up Lok Seva Kendra under the Private Public Partnership model in all development blocks in the State from September 25 this year. Online applications for redressal of grievances would be received at these centres and the whole process would be monitored from the State capital.

The Chief Minister informed that under the Act passed from September 25, 2010, a total of 1.11 crore applications have so far been received, of which 16.35 lakh have been registered online. Out of the total applications received, 1.10 crore have been disposed of. He informed that under the Act, compensation has been paid to 113 persons for non-delivery of specified services within the prescribed time limit. Besides, fine of over Rs. one lakh has been imposed on 49 officials.

The Chief Minister said that 400 Public Service Centres would be set up under PPP mode for more effective implementation of the Public Services Delivery Guarantee Act-2010 in the State. Notably, 52 public services of 16 Government departments have been notified under the Act. Time limits have been prescribed for delivery of these services within this period. An official failing to meet the deadline of delivery of these services is liable to be penalised. The Act also provides for disciplinary action against those found guilty of habitual or deliberate dereliction of duty.

He thanked Mr. Modi for giving all respects and acceptance to the people of Bihar in the State. He exuded faith that Mr. Modi, as a national leader, would continue to act as a guiding force.

Panchayat Minister Narottam Patel, Forest and Environment Minister Mangubhai Patel, MP C.R.Patil, Rajyasabha MP Bharatsinh Parmar, Mayor Rajendra Desai, MLA Kishor Vankavala and Nanubhai Vanani was also present on the occasion.
