Rajusk:you might be knowing that during NTR/CBN time..the gates of Secretariat were locked after 10 AM and opened only during lunch time and then closed again and opened in the evening so that people are sitting in their seats and not doing other businesses..

the least thing you want to see in a Government office is atleast people sitting at their desk..even if they are not doing their work...
