There no doubt that Anna Hazare made a tremendous victory and it could be called the biggest victory after independence. He has succeeded in mobilizing and motivating millions of people toward the goal. The result is that the so dormant people now started thinking about revolting and raising their voice against the forces however powerful the forces they might be. However, with much trepidation, I would like to ask one question: why are we having a new so called Lokpal or whoever it might be when we have well established executive body? Before addressing that question, one first need to understand the Indian Government. I hear when most of the people refer to the term Government to mean a "minister" or a "prime/chief minister". Even on the speech by one of the members of civil-society, from IIT, he kept referring to Government only to mean Chidambaram or other ministers at center. He says, CBI is under the control of Government, hence has no power and so on; and that CBI's recommendations are always ignore by Government. I don't understand that why people are so ignorant about the fact that none of the executive body (if one knows what it actually is) or judiciary is under the control of representative body (whom our so called learned people refer to as Government). Okay, if Government can control the CBI, which it couldn't do as per the formation of CBI itself, why cannot government control Lokpal? If really politicians that scared about Jan Lokpal Bill, then why did Jagan, CBN to name few, extend their instantaneous support it? President (likewise a government at state level) appoints ministers (representatives) and secretaries (executives). The executives have autonomous powers (just as Lokpal would have) in executing a law. To handle this, government intiated UID project and it will monitor the continuous money flow from origin to reach it to the bottom people. It is a great project and of course our politicians would find some ways to misuse it but mostly the money will reach to the common man. UID project is not the answer for entire corruption but it will handle with another channel of corruption. | ||

I agree with all your points. Then there are some chances to eradicate corruption when your points are taken. But for each one of your point, we might need separate bill. All might not fit in one bill. Lokpal framework is different. It is basically how one can complain, monitor/see progress of his complaint, protection for the person who complains, investigate if there is any corruption happened, punish corrupt official. If there is no complaint, then lokpal cannot investigate on anyone(if I understand it correctly). This is one major tool which helps the people to complain on anyone and hope justice could be done within timeframe. Some of your points might not fit in this frame work. We created a big monster CORRUPTION. There are many ways to fight against it. The direction of lokpal is in one way and your points are another way. One day may be some bills would come in your way. Until then we need to appreciate this small step and critisize the loopholes in the lokpal bill. | ||

very good point. man and money is like mouse and cheese. without a mechanism in place to keep the cheese away we keep testing what the next mouse will do if it is put in the cage with cheese. not only India if they can get away with corruption anyone in govt anywhere in the world will do it. the effort should in enhancing that system to make it harder for them to do it and also to punish them quickly if found so the thought itself becomes far-fetched. reliance employs more people than state govt. why does it not have corruption problem ? because their system is optimized to that effect. oka vastuvu ae reethilo undaalo aa vidham gaa undaali - balayya | ||

And the last one.. Make the low cost labors as govt employees and daily wager with some fixed income. No contractor can hire private labor. Have a pay commission for them and if they go on strike, they will lose their post-retirement benefits. Govt these days has so much of money that they can employ a LOT of these labour with out having to spend huge amounts on contracted labors. | ||

a few things that i can think of ... 1. Create all land records, revenue/agricultural/residential ... everything .. make it mandatory that ONLY a DD can be used for buying the land ... and make it MANDATORY that .. agreement and sale deed should have same money on it (30L ki agreement cheskuni 15L ki register chesi .. 60L black adugutunnaru, for example) 2. Remove contractors and contracted workers .. make everything transparent .. fixed cost projects with penalties for quality of work, monitored by an authroity, which has means for RTI and courts. 3. The local/panchayat/corporation to have their taxes collected and expenditure available in a web site/office. So everybody know how much is being collected/spent. 4. Sanity/basic amenties like water/electricity as basic rights .. if sanity is overlooked, the local municipal officer will be penalized by NOT giving salary. Make all the electricity connections, water connections given to officials, MLA/MPs details and fees collected available to the public. 5. All Govt officers like revenue/mandal/registrats etc., and higher officials should DECLARE their properties, including GOLD and inheritance before/after their job period. They can NOT 'will' anything other than their declared properties. | ||

there are two towns... one is full of police... check posts... stringent regulations implemented every where! laws and more laws every where in the town! another town is silent one... every one there mind their own busyness! they know their rules... no security persons on street... if given a choice, where do you really want to stay? strong bills... and strong legislation are not going to help normal people. If the root cause is intact, these checks and balances create more problems... actually they escalate corruption. real problem is corruption among normal people, instead working on this, anna went for a fancy legislation! It is clearly not a Gandhian way of dealing things. | ||

I don't know whether you read more about anna and his various achievements in Maharasta. Please read it before comment Anna. I don't support his hunger strike but it gave many good results in Maharasta and RTI act. Whenever I heard the pessimist's comments on something, then I remember one scene from Sye movie where College team was fighting with Villan's team. Throughout the match Jenelia's father made discourage statements throughout the match, but when finally results are favorable to Nitins team, immediately takes u-turn and supports Nitin. many pessimists are like that. JP always says one example many times, we are the people who sees the boiling water and feels nothing happened. But once the temperature of the water crosses one tipping point, then it starts evaporating then we see the results. We need to have patience. It is good step to have a strong lokpal bill and it is possible only because of Anna. | ||
