sis, I consider that as influence skills. For me, leadership means taking the initiative - leading by example, taking the ownership/accountability etc. We can take classes to learn lot of tips on leadership/public speaking, however unless we consciously remember to implement them, it would just be another class... But I get your point, we are not trained to build it inherently...taking the class is a first step... apart from the above, consider attending classes on Influence, Motivation, Presentation, Communication, EmotionalIntelligence, BodyLanguage etc. Btw sis, ee madhya HeSaidSheHeard class attend ayyanu, very interesting... I've done some in both places and they were offered by my workplaces. Don't remeber all of them but ikkada AMA courses were interesting - I do not know if they offer to individuals  Look for communication skills, influencing for results, leadership PMLG does PM bootcamp - they are registered with PMI... As to your issu of getting tongue tied with smalltalk- the only way to get out of that is to actually talk to people... I don't completely agree with that Leadership and public speaking are bothe skills that can be learned. These classes can be very valuable. I have learnt a lot from such classes - For e.g. personality types and styles of communication that are efective with each of those - this is key for leadership. Even public speaking - knowing your audience tips - are very useful.
