Andhra Pradesh's literacy rate actually grew slower than the national average during this decade. AP literacy rate is 6.5% points below the national average of 74.2%. It is a travesty that nobody speaks out against this injustice. This has to do with APs low per capita expenditure on education which is much below some of the better performing states in this regard | ||

The contract for development of Port at location ‘Gilakaladinne’ near Machilipatnam (Krishna District) was given to a party which did not initially submit bid for that location. Government is saddled with the payment of Rs 335 crore as against ‘nil’ investment initially contemplated. Mobilisation advances paid to contractors in eight projects revealed many deficiencies including incorrect payment of advances of Rs 111.84 crore and loss of revenue of Rs 33.07 crore due to incorrect stipulation of interest rates. In the Kalwakurthy Irrigation Scheme and the Indira Sagar Polavaram (ISP) project, Rs 20.41 crore was paid to contractors as mobilisation advance based on the invoices that were not in the name of the agency or the joint venture to whom the advances were given. In the ISP and Alimineti Madhava Reddy Project, advances of Rs 11.05 crore were paid on the machinery which was pre-owned by the agencies and used on other works. In the Pulichintala project, absence of vital cost controls in execution of project works resulted in government not getting the benefit of post-tender reduction in quantities and undue benefit of Rs 56.52 crore accrued to the contractors. In the case of the Sriram Sagar project the incorrect sequencing and synchronisation of various activities and works under the Flood Flow Canal project led to Rs 1,476 crore being spent earlier than required and thus being blocked as an incomplete asset without benefit to anyone until the reservoirs are completed. |
