In its secret note, the Justice Srikrishna Committee told the Centre that targeting educational institutions by the Telangana agitators might lead to migration of the faculty as well as these institutions thus reducing the availability of local persons who can productively be engaged by the industry. The Committee said that most of the major educational infrastructure in the Telangana region have historically been owned by the Seemandhra people and are located mostly within the limits of Greater Hyderabad. The student community which is spearheading the separate Telangana agitation has been using these educational institutions for their agitation activities. Citing that most industries were in the region including thermal power stations and pharmaceuticals, the panel said energy deficiency might also lead to migration of population creating imbalance in employment opportunities, which may become a cause for social unrest in the region. Referring to utilisation of water resources and energy in the region, the secret note revealed that any economic imbalance might lead to energy starvation of small and marginal framers which will adversely affect the productivity of the land. It was said that these factors, including land and water utilisation in Hyderabad, may accentuate inter-regional rivalry and tensions in Hyderabad. | ||

In Chapter eight of the Justice Srikrishna Committee report which was kept secret, it had been suggested that there was a need for ensuring unity among the leaders of the ruling party of the state and also a need to soften the Telangana Rasthra Samiti. The panel, while referring to the launching of civil disobedience movement by the TRS and also its joining hands with Gaddar’s Telangana Praja Front, stated that inputs indicated that the agitation could be tackled if the Congress leaders did not give an impression indicating any covert or overt support to it. The panel, in its supplementary note to the chapter, some portions of which was extracted by the High Court in its verdict, revealed that the Congress High Command must sensitise its own MPs and MLAs and educate them about the wisdom for arriving at an acceptable and workable solution. Justice L. In its secret note, the Justice Srikrishna Committee had stated that Telangana would become an epicentre for Maoist and communal violence if Andhra Pradesh was divided. According to the contents of the note inserted in the AP HC’s verdict, the Srikrishna panel suspected both religious communities of being desperate and trying to outreach each other. Referring to Muslims, the note stated: “There is a certain sense of mutual suspicion between two communities who are living in the above mentioned areas.
