AP state total debt as of 2015 March which is the date debt is spectated is 122500 crores. Plus AP state govt took 20000 cr loan through ap state electricity board. This loan is rolled over into total debt as central govt paid 25%. So the total debt inherited by cbn is 140000 cr. What ysrcp and media did is showning just market loan 80000 cr as the total debt and misleaded people. In realty state govt can take lot many types of loans like market loan, loan from nabard, loan from employees provident fund. External banks like world bank.
