The allegation that the chief minister's residence was built in violation of environmental norms first surfaced last year when former Andhra Pradesh Information Commissioner P Vijaya Babu slammed the state government. High Court Shocker To Chandrababu Naidu For Illegal Constructions On Flood Plains Of Krishna River Vijayawada: The High Court on Tuesday issued notices to Andhra Pradesh chief minister N Chandrababu Naidu and 57 others for illegal constructions in the flood plains of Krishna river. Following a petition filed by Mangalagiri MLA Alla Ramakrishna Reddy, the High Court issued the notices and directed them to file counter petitions within three weeks. MLA Ramakrishna Reddy said in his petition that the river front guest house of the Chief Minister was in violation of the River Conservancy Act, 1884. It may noted here that the chief minister's current residence was illegally constructed on the Krishna river flood plains in blatant violation of laws that govern the protection of rivers. He had leased the residence from Lingamaneni Group. Other illegal constructions in the area belong to Lingamaneni Ramesh, Narsapuram MP Gogaraju Gangaraju and naturopathy practitioner Manthena Satyanarayana Raju. On 9 September, Andhra Pradesh Chief Minister N Chandrababu Naidu shifted his official residence from Hyderabad to a spacious bungalow on the banks of river Krishna in Undavalli village. This Lingamaneni guest house encroaches the river and is in violation of the River Conservation Act, according to activists who have filed petitions against it in front of the National Green Tribunal (NGT). Though the Krishna district had issued a notice in February 2015 to the owners of the Lingamaneni estates – an industrial group said to be close to the Naidu family – a high level team of the district administration along with Naidu’s personal vastu consultant spruced it up for the chief minister. Barely two kilometres from the Prakasam Barrage, the guest house has four bedrooms, an amphitheatre, two big halls and is spread over one and a half acres. Praja Vedika built on the banks of river Krishna was denied permission by the Krishna Central Division Chief Engineer of the Water Resources department in September itself. Since the proposed zone was prone to floods as it was on the banks of the river, the Lok Ayukta had also ordered that all illegal constructions on the banks should be removed. The reports clearly state that there were no permissions from the CRDA or the Town and Planning departments, he said. Based on former Municipal Administration Minister Narayana's instructions the building was constructed. The estimates were hiked by the company called to build it. The construction company NCC first quoted Rs 4.34 crore and was given the contract. Later it was hiked to Rs 8.90 crore and ultimately Rs 7.59 crore was paid to them , he said.He also crafted that both Chandrababu's residence and the Praja Vedika were illegal constructions.
