th entire bidding process, budgeting that you describe - is same for ANY govt proj. ( indian, US or anything ). I am saying, in addition to this, there is a "risk of failure" factor which is enormous for aerospace projs. So to tackle it, we need army of scientists,researchers.. to clarify, the idea there is - item is still budgeted to 15$, but there are 1k people executing the project.. its not the actual costs that hurt projects. Its the kind of team sizes, the redundancy etc that bloats the overall cost..
