Constitution has no mention of 'caretaker govt'.....They have all regular powers but they don't have moral legitimacy to take major policy decisions....Obviously people will not like such decisions....Governors/President will most likely reject the files.....(interesting fact: Kargil war was fought during a caretaker govt) | ||

If a majority govt recommends for dissolution, they are generally allowed to continue as caretaker govt.....there is precedent and also i think some SC judgement.....Even when govts have lost majority they are asked to continue as caretakers, so it would be unusual if president rule is implemented and will likely result a new SC case. | ||
