This doesnt fly, practically. The only way to get the India/china waiting list fixed is by removing the per country limitation. It WILL NEVER be removed from the constitution since if Once removed, America loses its existence and another one or few countries can fill their folks in America without any room. Its a threat for America's existence. There is a STRONG reason for the total immigrants annual cap and the per country sealing. Having said that No president can make that change. Congress only can, which will never do that.
