Estimated yield in kharif is above 13.8 lakh tonnes The Godavari water has brought cheers to the paddy farmers in Krishna district. The water drawn from the river through Pattiseema Lift Irrigation Project had helped them to produce a bumper yield of estimated 13.8 lakh tonnes of produce in the kharif 2017-18, apart from bringing an additional area of above 22,000 hectares under the paddy cultivation across the district. In the present kharif season, the paddy was sown in over 2.37 lakh hectares as against 2.15 lakh hectares in the previous kharif season, according to statistics of the Agriculture Department. The farmers, agriculture scientists and officials concerned have attributed speedy growth of paddy plant and reduction of crop duration for at least by one week to 10 days to the water parameters of the Godavari. Speedy growth “The farmers in the tail-end areas of Krishna district — Pedana, Krithivennu, Avanigadda and other mandals — have noticed the speedy growth of the paddy plants due to water released from the Pattiseema project,” said Agriculture Department Joint Director U. Narasimhulu. The Godavari water was found muddier than the Krishna water. Early harvesting The farmers in the tail-end areas are in a jubilant mood and began harvesting the paddy crop in mid November. For farmers in Diviseema, Krithivennu, Machilipatnam and Pedana areas, the present kharif became the best season with bumper yield since the last five years. “The average paddy yield of 32 bags (each 100 kg ) per acre has been recorded in the present kharif season (2017-18). The maximum yield per acre is expected to touch 39-40 bags. The district’s total paddy yield in kharif is estimated above 13.8 lakh tonnes, which would be the highest yield since early 2000s,” Agriculture Department Assistant Director Manidhar told The Hindu. The paddy harvesting is likely to be completed by December-end as against the kharif calendar, according to which harvesting normally completes by mid January. | ||

Vijayawada: Though there has been no sign of release of Krishna water even by the end of August, farmers in 13 lakh acres in Krishna delta are able to take up cultivation with the help of Pattiseema project. The Godavari water is being released from Pattiseema to save crops in Krishna delta for the third time, this year. In 2015, the first year, 8.8 tmc of water was released through Pattiseema Lift Irrigation Scheme, which saved the standing crops worth Rs 2,500 cr during dry spell. In 2016, 55.60 tmc of water was released to PLIS during kharif season in Krishna delta, according to irrigation officials. This year, Chief Minister N. Chandra-babu Naidu released water to Krishna delta as per schedule in June itself to help early sowing of paddy and to save the crop from cyclones in November. So far, 44 tmc of water was released to Krishna delta this year and cultivation also picked up in 8.5 lakh acres. As per the water requirement for kharif season during 2017-18 in Krishna delta, Krishna eastern delta requires 80.65 tmc, Krishna western delta requires 62.56 tmc. Water relealised so far from Pattiseema stands at nearly 44 tmc. No water release from Nagarjuna sagar so far. The water release from Pulichintala stands at 4.19 tmc, Wazinepalli 3.92 tmc and Keesara 10.88 tmc. In June, July and August, the officials released 5.28 tmc of water to Krishna Eastern branch canal, 5.31 tmc to Bandar canal, 5.35 tmc to Elugu canal, 14.94 tmc to Ryves canal of Krishna eastern delta and 15.91 tmc through Krishna western main canal, 0.58 tmc through Guntur channel. in Krishna western delta so far. All India Rytu Samakya president Yerneni Nagendranath said that Godavari water supplied from Pulichintala and rains saved Krishna delta this year. He said the harvesting in Krishna delta starts from November 15. However water required for Diviseema, Guntur and Prakasam districts after November as the harvesting starts in those areas in December and January. | ||

The estimated cost of Pattiseema LIS put to tender (ECV) was ` 1170.25 crore and bid value quoted by the L1 contractor (M/s Megha Engineering & Infrastructures Ltd., Hyderabad) was ` 1427.70 crore, which was 21.9991 percent excess over the ECV. The bid was accepted and work was awarded (March 2015) at the quoted rate for completion by March 2016. However, the Polavaram RMC works including distributary system were not completed even though the Pattiseema LIS completed in March 2016. Audit observed that though the project envisaged lifting of water through 24 pumps, the Department could lift water only through 11 pumps due to non completion of RMC and its distributaries. Thus, awarding work at higher tender premium without ensuring completion of the Polavaram RMC and its distributary system led to avoidable extra expenditure of ` 199 crore, besides non achievement of intended benefit. During the exit conference, the Department stated (December 2016) that excess tender premium was given as an incentive to complete the work in a record time to achieve efficiency. However, relaxing the ceiling on tender premium resulted in avoidable additional burden of ` 199 crore which was unwarranted as even the intended beneficiaries had not been identified by the Department and the work of distributary system had not been taken up. | ||

Pattiseema LIS: The Administrative sanction was accorded (January 2015) for the Pattiseema LIS to divert 80 TMC of water from Godavari river for domestic and industrial uses. However, no mention was made about irrigation facilities. The work was awarded at a cost of 1427.70 crore in March 2015 and was completed in March 2016. When the details of intended use of water under the scheme were called for by Audit, the Chief Engineer of the project replied (May 2016) that the list of industries had not been prepared and that the villages for domestic supply could not be identified since the distributary system for Polavaram RMC had not been finalized. The Pattiseema LIS was intended to derive benefits by utilizing the Right Main Canal (RMC) of Polavaram Irrigation Project. It was to cater to the 1.2 lakh acres of ayacut besides diverting the flood water of Godavari to Krishna river. Thus, completion of Polavaram RMC work simultaneously with the Pattiseema LIS was essential to derive benefits from the LIS. However, though the LI scheme was completed in time (March 2016), Audit observed that as of June 2016, the works of Polavaram RMC were incomplete. Due to lack of canal system of adequate carrying capacity, only 11 of the 24 pumps of Pattiseema LIS were operated during the flood in July - September 2016. Thus, due to improper planning, the targeted objectives could not be achieved despite completion of the LIS | ||
