The most surprising city on Amazon’s short list (and it actually has a chance)

Amazon.com (Nasdaq: AMZN) is out with its 20 contenders for its $5 billion second headquarters.

Bids from Arizona — including Phoenix, Tucson, Tempe and Mesa — didn’t make the cut.

But Indianapolis did.

Indianapolis might on its face be the most surprising and unlikely contender for Amazon’s HQ2.

The Indiana capital joins big markets such as New York, Washington D.C, Chicago and Los Angeles and technology and innovations centers like Austin and Boston.

But Gur Jeff Holzmann, managing director of iintoo Investments Ltd in New York, said Indianapolis is no joke in the Amazon sweepstakes or as a tech hub.

Iinto specializes in commercial real estate investments.Holzmann expects Amazon to focus on labor pool (especially technology talent), costs, tax breaks and how much it can leverage from a state and region.

He said that works against big markets such as New York, D.C. and Los Angeles and works to the advantage for Austin, Raleigh-Durham, Columbus and Indianapaolis.

“Indy is not sexy,” Holzmann said. “But if you let a computer make the decision it does meet all these factors.”

Indianapolis has actually had some of the strongest technology job growth in the U.S. in recent years, according to the Brookings Institution and Moody’s Analytics.

SmartAsset ranked Indianapolis as the fourth best city for women in technology. Washington D.C. was first."indianapolis is a real comer in the high-tech arena," said John Boyd, a national economic development and site selection expert with the Boyd Co. in New Jersey.

Boyd points out the Indian technology consulting firm Infosys (NYSE: INFY) — which is has a big employment footprint in Phoenix — is significantly growing in Indianapolis.

Indianapolis does rank just 34th in metro area population with 2 million.

That compares to Phoenix with a metro population of 4.7 million.

But Columbus (2.04 million), Nashville (1.9 million), Raleigh (1.3 million) also made the list.

Indiana officials are welcoming the recognition as a technology hub and Amazon finalist.

“Today’s short list from Amazon makes clear that no matter what the final decision may be, Indianapolis is already a big winner,” said Indianapolis Mayor Joe Hogsett. “Every day we are gaining more recognition as a growing tech hub."

Indiana Governor Eric Holcomb agrees.

“We are thrilled to see Indianapolis on the list of finalists for Amazon’s second headquarters,” Holcomb said. “It speaks to Indiana’s growing reputation on the world stage as a great state to locate and grow a business. We look forward to working with the central Indiana region and Amazon as they continue to narrow their list of potential sites for HQ2.”

Indiana has been willing to craft tax breaks for businesses and jobs. That appears to be a big part of bids from New Jersey and Maryland. They are offering $7 billion and $5 billion, respectively, to Amazon.

Indiana — which is the home state of Vice President Mike Pence — crafted tax breaks for United Technologies (NYSE: UTX) to keep Carrier jobs in the U.S. That was an issue brought up by President Donald Trump during the 2016 campaign.

Holzmann said Indiana also has strong universities which he thinks are important to Amazon in terms for workforce needs.

“They need technology talent,” he said.

Arizona’s bids did not include big tax breaks for Amazon and that probably hurt the region's prospects. The Phoenix region is hoping it has better chances at a new campus Apple Inc. (Nasdaq: AAPL) said it is opening in the U.S.
