There are several posts in the media by people on how Pattiseema is a beneficial project in the interim which Polavaram is being constructed. I am going to provide an alternate commentary on the importance of Pattiseema to Andhra Pradesh from a water security point of view and also politically. For this let us look at the background & relevant issues of Polavaram project. Polavaram is declared a national project in the AP reorganization bill. This means sooner or later Polavaram will receive all the approvals from GOI. Let us understand the implication of this.. AP/MH/KA have entered into an agreement on Polavaram with salient agreements as follows. If 80TMC of water is transferred from Godavari river to Krishna river thru Polavaram, then AP agrees to share 35TMC of water with Karnataka & Maharastra. Same proportion to be used if more than 80TMC are diverted. This agreement is valid if and ONLY if Polavaram is approved for 150ft+ FRL. Karnataka argued with Bachawat tribunal that AP may never construct Polavaram and hence may never gets it share. Bachawat tribunal to address this concern mandated that KA/MH will get their share of 35TMC from the day CWC approved Polavaram project for 150ft+ FRL irrespective of the actual construction of the project. Bachawat tribunal also stated that in the event of augmentation of Krishna waters no state shall be barred from making a claim for enhancement of their share and state will also be allowed to oppose such claim. So far states like Orissa, Chattisgarh have been opposing approval of Polavaram to 150ft FRL and filed cases in SC for reduction of FRL. Now let us consider the scenario of GOI giving all approvals of the project including FRL to 150ft+, but provides marginal funds in the budget to make any meaningful progress. As per the prior agreement between AP/KA/MH and the Bachawat award, KA/MH will get additional 35tmc of Krishna water from the flows in their respect state right away. AP on the other hand will lose 35TMC, and have no Polavaram to divert Godavari waters to offset that loss. Worse if GOI is not providing adequate funds, god knows when Polavaram will get completed. This scenario puts AP under a significant loss and in particular will hurt water diversion from Srisailam a lot. Pattiseema provides insurance to AP against such a loss. There are significant fights between AP/Telangana states regarding release of water from Nagarjuna Sagar. AP needs 130TMC for the right canal and 30TMC for the tail end of left canal under Nagarjuna Sagar project and further 50–80TMC for the Krishna delta depending on the catchment rainfall for the Delta region against requirement of 100TMC for the left canal in Telangana. With all the gates for Nagarjuna Sagar under the control of Telangana, they will very unlikely agree to any early release of water to delta or right canal unless an equivalent water is released to left canal as well. Even though AP has 2 times more allocation than Telangana at Nagarjuna Sagar, they will insist on equal water release and subject AP to their whims & fancies and worse blackmail. Once again with 80TMC of Pattiseema, 30 TMC from Pulichintala and another 70TMC of catchment rainfalls will virtually make Krishna delta completely independent of any releases from Nagarjuna Sagar. More over this enables AP to divert lot of water from Srisailam to Rayalaseema, which actually turns the table against Telangana and puts AP in control of water which gets released to Nagarjuna Sagar. This is the second major benefit Pattiseema With Pattiseema, water can be provided to Krishna delta in second half June enabling early cropping. This is important as Krishna delta suffers from cyclones typically in late October & early November. Early cropping allows for harvest before the cyclone season starts there by averting cycle damage. This provides a lot of political dividends to Chandrababu Naidu in the districts of West Godavari, Krishna, Guntur & Prakasam. Equally important will be early release of water at Srisailam to Rayalaseema, as Srisailam will not be releasing water down stream to support Krishna Delta in Kharif. This provides political dividends in the 4 districts of Rayalaseema and checks YSRCP in its bastion. Lastly but equally important. Pattiseema majority of the benefits of irrigation component of Polavaram for at least 7 districts, and another 3 districts with Purushottapatnam, all without Polavaram. Chandrababu Naidu gets all the dividends of the benefits. This puts enormous pressure of BJP to ensure timely release of funds to Polavaram as the state govt can easily blame GOI for non completion of Polavaram while at the same time providing all benefits of Polavaram thru Pattiseema & Purushottapatnam projects. Pattiseema essentially put GOI on notice on Polavaram, otherwise the state would have been at mercy of GOI. An interesting side note worth mentioning. While the prior agreement between KA/MH/AP ensure automatic sharing of 35TMC of water with KA/MH, such a sharing comes into effect ONLY after Polavaram receives full approval for 150ft FRL. As long as there is no approval for 150ft FRL, there is no mechanism of any automatic sharing of any water augmentation in Krishna river. All the water getting diverted by Pattiseema, the upper states have to make an argument before a tribunal on why & how much they need to get a share with AP opposing any share. Given that tribunals are notorious in deciding these maters, AP will enjoy full utilisation of Godavari waters diverted without having to share any with KA or MH. | ||
