Not sure whose statements and what statements you are referring to. Also, I would be the last person to support Mullahs or Babas. However, I do believe that revealing clothes won't increase the risk of molestation by drunkards when compared to a burkha. One of the reasons why Indian parents often advise their kids against wearing revealing clothes is that they increase the risk of molestation, eve teasing etc. The fault would surely lie with the molester but that doesn't mean that one shouldn't take precautions.
