I think if new rule is implemented, employer cannot revoke existing I-140; so h1b can be acquired as long as any other employer can sponsor based on existing I-140 Problem is when your date gets current, say 5 yrs from now, you are expected to be with the company that sponsored you for the job you listed on the perm..to continue the GC process. New rule does not address this- Will have to see if they mention something about it when they publish. For now interpretation is if you change employers even with new rule in place you'll need a new perm/I-140 with new company just like old times so you're safe when your date becomes current; If u are offered a job take it but tell them they need to do start the GC process within 6 months of joining. GC shouldnt stop ones progress .... base + options 125 is pretty good deal for TX. Generally big companies wont revoke I-140 ..
