What India achieved till now is considerable but still it is not a time for chest thumping. GOI still have lot of work to do. “Considering there will be no further sanctions" on Iran, Chabahar port is going to play a pivotal role in geo-political interest of India but also Iran. India needs to move fast by completing port and also complete required road ways and railway lines. It should also develop Farzad B Oil field and also build fertilizer plants. Since Iran- Pakistan-India pipe line and TAPI[ Turkmenistan-Afghan-Pak-Ind] pipe line is not moving at a desired pace India needs to work quickly on $ 4.5 billion undersea gas pipe line by linking Chabahar with Kandla. India should invest in food processing, pharmaceuticals, textiles industries in Chabahar.

Already many companies are eyeing and investing in petro-chemical region of Chabahar and China is eyeing on oil fields in Iran and is constructing a petroleum refinery opposite this petro chemical zone. In fact few point that the swift movement in Indian Government regarding Chabahar is because China is moving aggressively closer to Iran.

/i{Iranian diplomat Ansari said rightly about India's indecisiveness in July, 2015 “If they drag their feet, the market will not wait". Fortunately Iran doesn't trust China as long term partner and considers it as "hard-power" unlike India which is a "soft power".}

The future will tell who are playing the game of cards perfectly and needless to say fortune favors the brave!!!

WHAT INDIA DID SO FAR? :

It was during Vajpayee regime India signed MoU for the development of Chabahar into full deep sea port in 2002. But due to sanctions on Iran by West from 2005 the project could not move forward.

During UPA rule India constructed a 240 km road named "garland highway" in Afghanistan from Delaram to Zaranj( Border town to Iran) which is part of port connectivity to Chabahar. The garland highway also connects to Ring road in Afghanistan which connects to all 4 major cities of Afghanistan.

And Iran, built a road from Zahedan to its Chabahar Port.India has also provided a $150 million in credit for making jetties and berths, plus $400 million worth of steel rails for the project in 2010.
Hence by 2012 defying US sanctions India used the port to send relief aid of 100000 metric tons of wheat to afghanistan.

In 2014,Indian government renewed interest about expansion of strategic Chabahar Port and moved its cards instead of waiting for removal of US sanctions on Iran.

In May 2015, India’s Shipping Minister Nitin Gadkari and his Iranian counterpart, Abbas Ahmad Akhoundi, signed $85 million deal for India to lease two existing berths at the port and use them as multi-purpose cargo terminals.

In January 2016 US removed sanctions after International Atomic Energy Agency (IAEA) confirmed that Tehran has met its commitments to roll back its nuclear program.

Later in April 2016 Dharmendra Pradhan and Sushma Swaraj visited Iran and prepared ground work for Modi's vist.

Tomorrow on May 23, Prime Minister Modi and his counter parts of Iran and Afghanistan are going to sign the deal regarding leasing of Chabahar port and also its expansion with a $ 150 million credit from EXIM Bank ( Export- Import Bank Of India).

India will also sign a deal in which IRCON International will build 600km railway line from Chabahar to Zahedan and it is part of railway line to Hajigak iron ore mines in Bamiyan, Afghanistan.

THE GAME CHANGER - PORT OF CHABAHAR:

Geographical Advantage:

The port is located in south of Sistan-Baluchistan province of Iran. Unique characteristic of the location is it is only port in Iran which has access to Indian Ocean, Persian Gulf and Oman sea just 70 kms away from strategic Gwadar port.
Iran developed this port in early 1980's during war with Iraq and later made the region around Chabahar as Free trade zone. India used this port for the first time in 2012 to send 1,00,000 metric tons of wheat to Afghanistan defying US Sanctions.

With the US lifting sanctions on Iran and being a Free Trade Zone, Iran is envisaging this region to be important trade center in West Asia.

ADVANTAGES TO INDIA:

1) The port will bypass Pakistan hence would be a alternative trade route to both Afghanistan and Central Asian Countries like Kazakh, Uzbek and Turkmenistan.

2) The port will help Iran to import sugar, rice and export dry fruits. It will also help in reducing transportation costs of crude and also reduce time because earlier ships used to stay at Oman and small ships carried crude to Oman from Iran. And with future investments in fertilizer related industries Urea can be imported at lower cost

3) Indian trade volume with Central Asia lags far behind the major players of Asian Region. The port will help to significantly jump the trade volume and is expected to be tune of $500 Billion. The port will be part of North-South Transit Corridor [Russia to India] and is also part of Ashgabat agreement [A multi-modal transit agreement between Iran, Oman, India, Turkmenistan, Uzbekistan and Kazakhstan.

4) Port "can" be used to counter Chinese presence in Gwadar Port, which is very close to Indian naval base in Mumbai and probably will be part of blue navy capability of India by providing a foot hold in Western part of Indian Ocean.

THE STORY TO KNOW:

"String of Pearls" a mellifluous name coined by US political scientists to Chinese geopolitical strategy for building blue-water navy capabilities. But in popular "perception" String of Pearls is a move to gain supremacy in Indian Ocean Region to counter India. After all Chinese premiere once said " Indian Ocean is not India's Ocean" With about 70% of its oil imports coming from gulf and Africa (esp. Sudan) China wants to develop ports along the Indian Ocean Region for its "energy security" because China's oil imports travel through Strait of Malacca where ships need to travel through Vietnam in South China sea. So instead of concentrating its oil movement in a single path through Strait of Malacca,China is diversifying routes and is developing ports( some of them as naval bases too] in various "friendly" nations and developing alternative routes for its oil imports.

The ports China will develop/developing are

1) Gwadar port constructed in 2006 by Pakistan is present in Baluchistan Province, and the port is now managed by Chinese Public Sector Company. The port is now part of CPEC (China Pakistan Economic Corridor) and in which China will invest $ 46 billion. China is also expected to setup Oil refinery in Gwadar and will lay a pipe line to transport oil and gas through Gwadar to Kashgar, a city in Xinjiang Province. It will also lay railway and road lines from Gwadar to Kashgar.

Gwadhar port will significantly reduce sea distance of China from 10,000 kms to 2500 kms which will save millions of dollars.

It will act as a base for its African imports and exports.

Gwadar will also act as naval base of china with surveillance capabilities to observe movement of ships of countries like India.

2) Port of Hambantota, Port of Colombo, Port of Chittagong, many ports in Myanmar like Sittwe etc., [Will not write more about these ports significance because topic of Chabahar is more related to Gwadar Port]

Since 1965 Pakistan denied permission for export of Indian goods through Wagah border to Afghanistan but allowed Afghanistan imports to India through Wagah Border. To access hinter lands of Central Asia for trade and to by-pass Pakistan,India was looking for alternative route.

The gateway to that route is the port is CHABAHAR
