Police wont wait until Violence takes shape. If they have complaints, and they have reason to believe they take action. The same VC, Professors would have blamed the same police if there was actually violence and some one was affected by it. Fact is, arrest is a trivial thing compared to a situation where something untoward had happend. There was no violence at all. There are security gaurds on the campus, and also the student bodies are aware that any on-campus violence will lead to severe consequences. Were there any provocations? Yes there have been, but none of them lead to violence. The major complaint from the teachers/professors is the way the arrests have happened. As you know, I did not support what Umar, Kaniyah & other students said. Same with the leanings of Rohit Vemula. One can dislike, hate and abhor Umar and Kaniyah. The police can arrest them, and investigate the issue. But sedition is something unacceptable under the rights given by our constitution. Regarding Rohit - he has suffered injustice because the abvp leader used all the political muscle, and pressed hard to suspend him. I don't blame either of them, but the university committee should have been bit wiser, and made a decision that would have saved Rohit's life.
