1) It is of course the hospital employees that are to held responsible 2) as for blaming common citizens, lack of hygiene permeates our culture everywhere...Rats are manifestation of that...as long as we eat and throw garbage in the hospital as if it's not our responsibility, these things will happen... My last trip to India, I bought food for my car driver whenever I ate. I noticed him throwing the garbage on the roadside in spite of making him pick it and up and dispose it properly 2 times...they don't change.... second | ||

Even if you spend 100 crores, the problem won't be solved. Rats are everywhere and it requires the hospital administrators to set up rat traps on a regular basis to get rid of the pests. The Govt cannot do the job of the hospital staff. It can give all the funds, but if lack of hygiene and lack of responsibility permeates through our govt employees and the citizens of AP, these things will happen unfortunately...
