My take: notification anedi... amount of work batti untadi... say some X department lo 200 ppl working anuko... every year 10 or 15 retire aythey... aa 10 or 15 ki notification ivvataniki aa departmnet lo IAS officer should take permission from state secretary and then issue notification. If no. of govt workers need to be increased. I think it should become law... passed in assembly either at the time of Budget or separate law... or GO then notification process is done and notification is issued. last 2-3 years lo notifications evaithey retired aypoyina replacements ki ivvalo.. avi apesi... anni empty jobs ki okey saari notification release chestharu... Govt. can increase jobs.. but it has to approve in Budget first.. and then amount is allocated to that department for salaries.. then notification is issued... if Govt takes any number of people.. then they will not have budget for popular schemes.. so balancing act akkada jaruguthadi... I agree. I think govt. must move towards contract hiring rather than hiring for 35 years in one go! It is extremely hard to forecast requirements for 5 years let alone 35 years! But I do not trust that public interest comes first in the minds of our politicians. I still feel that something is amiss...case veste "we made out intentions clear, we even issued a notification... we will fulfill our commitment after satisfying the court" anochu.... I suspect that there is some regulation/disciplining mechanism that prevents governments from doing this. For instance, there is a restriction on borrowing excessively. One, RBI would restrict state governments from borrowing excessively, and two, the central disbursements would be hit if they borrow excessively. Won't they be desperate to please as many voters as possible and win the election? There is no law as such but issuing job notifications by state governments are a double edged sword because contract workers will be up in arms as soon as such a notification is given. They would want their jobs to be regulaized before creating new jobs and also through this contracting a lot of political appointments are done so why kill this goose. Other advantage with contracting is, salary payment can be done as and when governments has monies. Know some departments who have to clear salary dues from last 4-5 months. Now coming to you question of why parties dont include this in their election promises, trs did just that and look at how ou students are up in arms against them. TRS government is forcing departments to take up employment drive and it took them almost an year to arm twist them to issue a notification. Now have to see how many additional jobs are created because of this. Never attribute to malice that which is adequately explained by stupidity. | ||

Election year lo job notification issue chesi, unemployed ni please chesi votes dandukovachu kada? Why don't governments do this? The burden of creating jobs falls on the state government for the next 35 years. What is stopping current governments from doing this without any concern for future governments? Is there any law restricting this? Would this affect central grants such as those from NITI Aayog/Planning commission? If state government non-plan expenses become too high a fraction of total expenses, would they be penalized in some way? I suspect that there is some disciplining mechanism...otherwise our past and current governments would have given government jobs left right and center.
