State plan theesukonavasarla AFAI understood..

Here's the breakdown

State Federal
------------------------------------------------------------ -----------------
Contributions Tax-free upto certain limit(e.g.$5000 for NY) Taxed
Returns Tax-Free Tax-Free


You can choose any state plan , all you loose is the tax deduction on contributions..

If the state sponsored fund in a 529 plan pays less than 5-6% returns, I dont mind paying STATE tax on the contributions and investing in Vanguard or 529 plan of another state which has better return..choose a plan that performed well over a 10yr period or longer(some results are skewed due to 2007-08 meltdown i.e. every index is performing better for the 10yr period so choose longer periods when possible to check performance)

Vangaurd funds are sponsored by NEVADA and anyone can invest.. most of its funds are considered safe and some equity funds have good returns (8-9%)

529 to me is looking very similar to Roth 401k/IRA, with only difference that you need yo use money for education

2 reasons to put money in 529s...

1. State tax deduction on contributions, if your state offers it. There are a couple of states that allow deduction even if you use 529 offered by a state other than your resident state.
2. No capital gains tax on the returns

One can open any number of 529s.
If not used, it can be used for some other kid's education. If not, you can take it paying tax on the returns and 10% penalty on the balance.

nope...if the fund/plan is in your name , it is counted as 5 % or something of total college expenses as parent's available assets for expenses
if it is in students name, it is counted as 20% of asset value available for expenses...so parent name lo untay always better

I am sure there are other ways of teaching responsibility, like, make them work part time once they hit 16 towards their first car payments, make them work and earn their monthly expenses while in college, etc...student loans are the worst kind of burden we can give to kids in my opinion.

Thought 529 plans offered limited choices .. just realized thats not correct.. Vanguard is offering very good funds.. some of which are averaging 9% over 10yr (s&p index).. this + no tax on earnings is great combo... state tax benfit for contributions doesn't look like a big deal.. for instance NY has a $5000 limit for deduction.. so even if state tax is 7%, max you save in tax on contribution by investing in state plan is $350..

Scholarship vasthe no penalty but you have to pay taxes on the earnings

The third option is to withdraw the extra funds. The earnings in your account will be subject to income tax either on your return or your child’s. Normally, there would be a a 10% additional federal tax on the earnings portion as well, which is penalty for taking a nonqualified withdrawal, but the penalty is waived when scholarships are the reason for it.

No deduction in NJ so basically after tax contribution. You can pay for any state and it can be used for other kids as well. (also parents, uncles, aunts, first cousins, children of beneficiary - basically directly related). As Hero pointed out the benefit is mainly the earnings are not taxed
