VANPIC Project: Background o Several attempts to set up the port projects in Vadarevu and Nizampatnam area were failed in the past o A project to set up a port-•••-ship breaking unit near Chirala in Prakasam District was first awarded to Andhra Seaports Limited by the Government in 1999-2000. This project could not take off and was abandoned. Subsequently, in April 2006, the Government of Czech Republic proposed to develop the Nizampatnam Port ••• port City Complex (NIPCCO) in Nizampatnam on Government to Government (G2G) basis. An MOU was signed for the NIPPCO project by the Government of Andhra Pradesh (GoAP) with Skoda Exports Limited. The MOU with Skoda was terminated in September 2007 by GoAP as there was no progress in the implementation of the project. o VANPIC Project area is backward in nature with no industrial and infrastructure development for ages. o On the invitation of the then Chief Minister, the Government of Ras Al Khaimah (RAK), the 4th largest of the seven emirates of UAE, had submitted an Expression of Interest (EOI) to GoAP through a letter dated 10th January, 2008 and followed by another letter dated 12th February, 2008 addressed to the Honorable Chief Minister of AP for development of Vadarevu and Nizampatnam Ports and related Industrial Corridor on Government to Government (G2G) basis. o The GoAP and RAK, represented by its investment arm RAK Investment Authority (RAKIA) entered into an MOU on 11th March, 2008 for the development of VANPIC Project, consisting of two ports, each in Vadarevu and Nizampatnam, an integrated shipyard and port-based industrial corridor. o The MOU facilitates RAK to develop the Project with an Indian Partner. RAK accordingly chose Matrix Enport Holdings Pvt Ltd led by Mr. N Prasad as its Indian Partner for development of VANPIC Project. o The Concession Agreement for the VANPIC project was circulated to all the concerned departments of GoAP and finally approved the Cabinet before the same was signed on 11th July, 2008. o Though 28,000 acres of land was initially proposed for the VANPIC project, about 18,000 acres of land has been finalized for acquisition (after extensive field investigations & detailed techno – economic and environmental studies) by VANPIC. Out of this, about 13,000 acres have been paid for by VANPIC. Of this, the Government is yet to complete the due process to give possession of 6200 acres to VANPIC, which is crucial for setting up ports, shipyard and airport project. o The Lands for VANPIC Project are mainly classified into two categories. The first category includes lands for the development of Vadarevu Port, Nizampatnam Port, Shipyard and Praksam Airport. The second category includes lands for the purposes of development of port based industrial clusters. o Under the first category, GoAP shall provide 6,200 acres of land for the development of two ports, shipyard and Airport. The lands shall be provided on leasehold basis and the same shall revert back to the GoAP at the end of the Concession Period. However, these lands are also being paid for by VANPIC at its cost and would hand over the same to GoAP. Hence there is no financial outgo to Government exchequer. (in the case of other projects, land has been acquired by the Government at its cost and handed over to the project) o The Second category of lands includes lands for the development of industrial Clusters (IC). These lands shall be used for the purposes (industrial) for which they are provided and shall not be used for any other purpose. Costs of acquisition of these lands are also being borne by VANPIC and hence there is no financial outgo to GoAP exchequer. VANPIC Project Components: o Ports: All-weather, deep-water, fully-mechanized ports at Vadarevu (Motupalli) and Nizampatnam. The ports will act as a hub for the entire cluster and will form the backbone for VANPIC. o Shipyard: State of the art shipbuilding and ship repair facility integrated to the port. The proposed development of Shipyard adjacent to Port will optimize the resource utilization by way of common infrastructure such as breakwaters and navigational channel. o Energy Park: To develop an energy park with common infrastructure and facility to import coal for the power plants. o Airport: Airport facility in VANPIC Project area near Ongole to fulfil the captive cargo and passenger demand arising from VANPIC project and also act as a regional feeder airport for air traffic to places such as Hyderabad, Vizag, Bangalore and Chennai. o Multi-Product Industrial Parks: Industrial complex with world class infrastructure and major employment potential. Industrial parks planned include Pharma park, Agro & Marine Park, Automotive Park, Information, Communications and Technology (ICT) Park and Textiles & Apparel Park. In addition, free zone, CFS etc. are also being planned near the port. The industrial corridor is aimed at setting up cargo generating industries with good employment potential. o The above industrial projects are expected to generate cargo for the port to make it financially viable. The existing cargo potential of Vadarevu port hinterland is negligible as there are no major industries in this area. In the case of other port projects like Gangavram port, Krishnapatnam port and Kakindada port, there is a good cargo potential already in existence. o VANPIC project was expected to give a major boost to the economic and industrial activity in the southern coastal region of Andhra Pradesh where the industrial presence is negligible at present. o The concessions / exemptions provided (like stamp duty ) are in line with the prevailing acts and policies (APIDEA and Industrial Policy). No additional / special concessions or exemptions are provided to VANPIC Project. In the case of stamp duty, 2nd time exemption is allowed only for transactions within the VANPIC project special purpose vehicles (SPVs) o Unlike most of the infrastructure projects in AP where GoAP has provided lands acquired at their cost and provided to the companies, VANPIC has to incur the land costs on behalf of GoAP. This is despite the fact that the project is located in backward area. o VANPIC Concession Agreement is in line with the other Concession Agreements of similar infrastructure projects in the State though the same has been negotiated with the Government of RAK keeping in view the fact that VANPIC project is located in a socially and economically backward Prakasam district. o Prakasam is a backward district and there were not many initiatives to develop this area industrially. It is the general practice, not only in India but also in developed countries, when a project is coming up in a backward region government offers certain concessions and financial benefits to ensure that the project is viable. o In fact, the cost of construction of Vadarevu port is much more (almost double) than similar other ports in the state due to the site conditions, which requires heavy dredging to be done for port construction. o VANPIC Project has not been provided with usual financial assistance extended to the other infrastructure projects (like advance development grant, interest free loan, exemption of lease rentals for certain period, providing land as Government equity, provision of special connecting infrastructure etc.) despite the fact that the project is located in the backward area with no industrial development. o On the contrary, VANPIC is bearing all the costs including land acquisition costs to develop the VANPIC project in a backward area. VANPIC has to spend about Rs. 250 Crore up front for acquisition of 6,200 acres (for 2 ports, shipyard and airport projects, excluding industrial corridor) and the ownership of these lands will always vest with GoAP and VANPIC has to pay annual lease rentals to the Government. o The value of land and extent of land in a backward area cannot be compared with the value and extent of land in and around cities like Hyderabad and Visakhapatnam. Most of the land acquired by VANPIC is dry waste land, low lying and saline in nature. It requires substantial further investment to make it usable for industrial purpose. This investment too has to be made by VANPIC without any contribution from the Government. o VANPIC has acquired the land for the project with its own funds through direct negotiations and consensus with the farmers by paying much more than the Government recommended price. VANPIC never resorted to compulsory acquisition process. The land acquisition process was smooth without any agitation. o About 90% of the land acquired is dry waste land and it is barren, low lying and saline in nature. The displacement of habitations on account of the project is nominal when compared with many other infrastructure projects. o The estimated direct employment potential of the VANPIC project is 48000 to 64000. Indirect employment potential is to the tune of 500,000. o Though VANPIC has completed all its obligations under the Concession Agreement, the port construction could not be commenced due to non-fulfillment of certain conditions precedent by GoAP. o The GOAP is yet to give possession of port lands to commence the construction of Port, despite the same having been paid for by VANPIC. The Government is yet to complete the due process to give possession of 6200 acres to VANPIC, which is crucial for setting up ports, shipyard and airport project. o So far, over Rs. 850 Crore was invested in equity by the VANPIC promoters for the project. o Government has not made any investments in VANPIC project and there is no direct or indirect loss to the Government exchequer from VANPIC Project JOHAR YSR.....YSR AMAR RAHE | ||

He claimed that he had spent it on generating good will for the project and wanted to show the entire Rs 450 crore as the cost of the acquired land. This good will factor may not do any good to the state as it is Andhra Pradesh,as the main partner of the RAK,that would stand to lose in the ultimate analysis.Because,as per the clauses of the concession agreement between the two governments,this exaggerated expenditure on land acquisition would have an adverse impact on the revenue share of the state after completion of the project.These details were revealed by the counter filed in the CBI court on Wednesday by H Venkatesh,the CBI SP,while opposing the bail plea of Nimmagadda.Though the idea of the Vanpic project was a result of an agreement between two governments,it was Prasads own company that cornered 24,000 acres of the land that was acquired for constructing an industrial corridor in addition to two ports proposed under the project,the CBIs counter said.Prasad started selling the land in violation of the agreement. Matrix Enport company,the special purpose vehicle set up to implement the project was floated by Prasad and his younger brother even before the MoU was signed by the two governments,the CBI said.Taking advantage of an authorization letter from the RAK government to deal with the AP government on its behalf,Prasad had connived with the public servants here and cheated the council of ministers by ensuring that the terms of the concession agreement were changed,the CBI SP saidNimmagadda got benefited immensely during the regime of YSR and,as a quid pro quo,invested in Jagan firms,the CBI said.Prasads investments in Jagan firms were not made with a profit motive.They are accommodative in nature, the CBI said and cited the case of Silicon Builders,a Jagan firm,in which Nimmagadda had invested Rs 57 crore and disposed of the shares only to invest in another Jagan company at the same price after a gap of two years.The court posted the case to July 10 for hearing.TNN ===== | ||

Another simple example to explain things how they did.. - Lets say GOVT gives 33 thousand capital collected land to a ABC corp. - Then that company takes 15,0000 crores loan and invests(not even invest but in case of BHarathi they gifted almost 1000 crore by transefring shares directly) in CM's son company And the ABC corp after taking loan is EXISTS the project selling that project to somebody for JUST 1000 CRORES....Is that called scam or NOT????? Look at prmoters benefit here - ABC has no investmeent put in place(They invested after the loan don't forget that) - ABC takes 15000 crore loan from bank by putting that land - Later they sold it to 1500 crore to their SCAMSTER BABY just for nominal 1000 crores Now don't ask me why the 3rd company got for 1000 crores....Because he got 33K acres land in his hands and that is huge valuable land..... Ofcourse the above is NOT happening here but do you question the above if it happens? | ||

These are few violations and ton more if somebody ccan open their eyes... - Against original terms he got bank loan just putting that land..After getting bank loan he tried to exit project looking for others to buy it if you see whole scams those days this is the EASY trick the followed..Get 3rd party in the middle and then show they pave way for breaking original terms... same was followed in volkswagon,Lepakhsi or even Jagan getting suitcase company e.t.c...This a easy trick and can't explain but hope you can see truth behind them... - Farmers where cheated in payments also for land Acquistion... - Finally he tried to seel it off against terms... the same above are followed in many scams..... Another simple Example: YV subbareddy got 150 acres prime land from VUDA for nominal fee.... without putting even that nominal fee In the middle he sold that to Shiram properties for 250 crore profit... What you see in the above? Nimmagadda(or other scams) did not invest money but Govt paid for acquistion and then they exited in the middle after taking loans... In this case even the 3rd party they tried to sell also was part of their escape route.... Navayuga got(or almost sanctioned) Bandar port and that is what Sakshi means here by using VANPIC.. Also Vadarevu area was recommended by Singapore for the capital port...So Sakshi's argument is that is Vanpic area... Nimmagadda was not arrested for starting project...What about Quid-pro? and that Sakshi never tells to public... Tomorrow if Navayuga gifts money to Heritage as Quid-pro then Lokesh should face same music as Jagan.. Navayuga was part of Vanpic in the middle for a whole and then exited(better to say ran away) later } | ||
