worst case lo if they don't agree for discount you can ask I WONT and I CANNOT pay in full ani tegesi chepte, they agree for monthly payments. almost a decade back food ki lottery kotte stage lo naaku anukokundaa operation ayindi. dadapu 1500 plus chetilonchi pettalsi vachchindi. nelaki 100 choppuna katta. adi kooda through credit card.. so you never know until you ask. You can negotiate. I personally seen these and witness to these. Not sure about your case but for visitor's case sure you can and some working here case as well. 1) friends father came with no insurance got paralysis attack. after spending a month or so in hospital was sent back with a nurse to India. they thought of pooling money for the whole bill but when went to hospital and negotiated they waived off the total 30 K around 2) friend's BIL working on H1 came to see them and suddenly got sick. joined in hosp for both kidney failure and in hosp for about 2 months. one fine day went back to india and got transplant and is fine now. an amount of more than 100 K waived off every hospital will have such waiver funds and all you have to tell/show is you don't and you cannot pay that amounts. In case of persons working here with GC or Citizenship I don't know.
