well fortunately-unfortunately... history is like this. Usually Labor approve ayna any visa category lo spouses ki work authroizations istharu. But for some reason they never gave to H4 visas. After long deliberation they decided to fix this error. And they worked on it. And started the loooooonggggg rule making process. While this rule was in works, due to some political climate and president wanted to act on immigration. They worked with (claimed by iv) immigrationvoice.org and agreed to give H1 EADs for i140's. Now just because a new Presidential Action is requested.. nobody will take back the rule in process... so they let it go.. and they will make new rule as well... because of Presidential Action.
