Loans were granted hastily to Naren Rajan, among others, to set up mini - steel plants although loans for such units were banned by the industrial Development Bank of India. The exemption granted to Vijayawada Iron and Hardware Merchants Association for 54 acres of land was arbitrary and illegal. So also was the Agricultural Market Committee's decision to part with Rs.3.5 crore to buy 22 acres of land from the Hyderabad Development Authority.
