For fish you can use a trick that i use for veg balls..
Beat up a coue of egg whites.- dip the cutlet in this egg wash and fry in hot oil - the egg will form askin the keeps it together..
I use a thinbatter of corn starch +all purpose for the same purpose with veg balls in tomato garlic sauce :-)

If you want to freeze maybe you should freeze the fried cutlets ...

Cool down the rice use fork to avoid stickyness.
Fry peanuts in oil in low flame mix with rice invluding oil.
Boil the tamarind and make paste in blender add to rice and mix well.
Fry popu chivarilo add pasupu just before you turn off.
Add salt to rice and mix well and finally add popu.

Sena, As Cocanada mentioned, vedalpati ginne/basin lo kasepu annam aarali. Mom adds oil+pasupu first and then tamrind + popu. I just add turmeric in popu and then tamarind paste + salt. The key is also to mix with hand rather than a spoon. left over tamarind paste freeze chesukovachu. Btw, you make pulihora paste from scratch...aap mahaan ho :-)

Pulihora - cook rice with a couple spoons of oil/ghee. Cool and add turmeric to the rice and the n pulohora concentrate and mis.

Cutlets in general : You can use fried chana dal (putnala pappu) powder for binding.tastes better than all purpose /corn starch. I do not make fish cultets but use this for keema cutlests and it works well.
condiments - ginger garlic , green chilli, dhania powder , jeera powder and cilantro only for seafood(shrimp cutlet) Keema - cloves and cinnamon as well:-)

I will try this. I know the concept of using luke warm rice that falls apart easily to make pulihora. May be adding pasupu directly to rice than to the mixture might help

(A) Fish cakes try chestunna.. Tuna has a very strong flavor that is over riding spices. Salmon and other options enti? Canned fish is preferable, as it can be easily mashes. Evaranna light gaa boil chesi mashing try maadara?

Also what condiments are you using? I used black pepper, onion and garlic. 2-3 eggs. How to hold the cakes together. All purpose flour set cheyocha? Mana Indian ingredients emi add cheseyochu
