Now that you have surplus, use it against the backward regions. What is the need for special package ? If after 2 or 3 years, after you have started with a surplus and you still say T regions are backward, then there is a fundamental problem with the fxxed up FCR | ||

Bihar kuda 6000 crore surplus budget last year but its one of the foremost state eligible for Special status. Surplus could also mean that the previous government was not spending enough to improve expenditure on that particular region(TG).
