Traditinally yes because govt employees are against BJP except when they went with BJP. Recent gaa koncham reversal choosanu, with TDP becoming weaker in rural areas and gaining strength in urban. But don't know if it is a significant shift.

I think a big reason for this shift is TDP vs Cong dynamics are different from TDP vs YSRCP

These elections are good some how for tdp and congress:

1.tdp strong from base in urban areas it may help, not yet washed from telangana, it may give life due to strong cadre still

2. congress: still base in seema andra, may try to attract traditional vote atleast keep some vote bank with base at steet level.

pedda booka for trs: street elections lo fight kabatti no one bother who brought or who bring. all they care who is contested(all candidates may well known)
