I dont know about ORR or IRRs and dont see them as a big thing too .. but I am liking the focus of CoChennai towards the city, fancy flyovers, wide roads, huge land bank lekapovachu .. kaani still doing their best to attract investments .. I think GHMC/HMDA can learn a thing or two from them! Have been to Bengaluru too last year, loved the infra, certainly comparable to Hyd or sometimes even better. AP yemo gaani....Hyd Lo best time was frm around 1998 to 2006....the development of the city was na bhu na bha....in front of our eyes it jst transformed frm a fat ass caterpillar to a beautiful butterfly. I think most earned well during tht period. When Northies and others were praising Hyd and how it was becoming a benchmark for transformation during the time, heart used to swell wit pride. Loads of debates wit Bang & Chennai guys as to which was the better city and they were struggling to come up with answers. (Different matter tht the same guys are laughing now & extending sympathy).
