explained very clearly..in last 30 years except for 2004 election time everytime rupee was devaluated around 12-20% against dollor..

may be true also..

why not it happend in 2004 : In 2004 BJP was very sure abt coming back to power. So they intentionally brought rupee value up to make loss/less rupees to cong which was in opposition....
