Before 2014 the production capacity of solar and wind combined in Andhra Pradesh is less than 1000 MW ( this is first hand info as I followed the sector) By then already Tamil Nadu has 10,000 MW plus in Wind alone Second is Gujarat followed by Karnataka. So, after 2014 established plants ki production cost is 7 rs initially for solar and 6 rupees plus initially for wind. However, the already established plants in Tamil nadu started with 8-11 rs for wind and 11-15 rs per unit of solar power. Now the cost of those already established units in Tamil kadu is around 3 rs per unit ...(remember these units are established more than 10 years now) so obviously after the break even everything is profits besides maintainace costs. In Andhra this is in infancy and the model is price depreciation every year just like Tamil Nadu. This is domestic industry of Andhra Pradesh. Now , you are asking the new plants in our state with already established plants of neighboring states....this is unfair antunna. Already agreement prakaram they are depreciating it every year. But at the heart of the contention are wind projects commissioned in 2015 and 2016 using feed-in-tariff mechanism, in which the state sets the price of electricity. However, Andhra Pradesh has committed to buy power from renewable energy projects at fixed higher rates for up to 25 years. Its discoms have grown resistant to paying more than the lowest rates. Though it is legally unfeasible to revise prices after the contracts have already been signed, a tussle can drag on for months, and the government could freeze payments to wind and solar projects in the meantime, said Manu Aggarwal, associate at the New Delhi-based non-profit Council on Energy, Environment and Waterâs Centre for Energy Finance. âIf payments stop coming, there is a risk of these projects turning into non-performing assets, especially the ones built by smaller firms which have little financial flexibility,â said Ankur Agarwal, associate director for infrastructure at the credit ratings agency India Ratings and Research. The move will also lower investorsâ confidence in the industry, and they may start attaching a high risk premium to lending for renewable energy projects, he added. Though the committee to review the power purchase agreements will submit its recommendations in 45 days, Reddy has reportedly decided to scrap various other deals with developers, such as the allotment of 5,000 acres of land for Greenkoâs hybrid solar wind project in Anantpur district. So far, businesses havenât received any official communication from the new government, said Mahesh Kolli, Greenkoâs president and joint managing director. âThere is no way they can do this. This is an optics move meant for Andhra Pradeshâs local population,â he said. Signalling corruption, Reddyâs government is reviewing what it says are controversial deals in a number of industries. These deals were signed during the previous administration led by his political rival N Chandrababu Naidu. Set the ball rolling As renewable energy prices have been on a decline, discoms around the country have been trying to re-negotiate older agreements to bring down high fixed rates that they are bound to pay for years. But this is the first time a state government has put its force behind this effort, Manu Aggarwal said. The push to revise prices could have a far-reaching impact. âOther states are also watching what Andhra Pradesh is doing. Everyone would want to go back to the negotiating table and get lower rates,â Ankur Agarwal said. yes, those funds are invested in indian renewables as they have negitive long term intrest rate in their counties... which means if the Japanese company invest in the bond market of Japan 1 euro today after 10 years the yield is negative ...which means you will get just 95 cents back... if invested in power plant and the return of investment is in depreciated passion after 10 years the return for 1 euro investment will be 1.4-1.8 euro atlesat after crossing down inflation and depreciation of rupee vale.
