Teluguhero:Reportedly, the government schools in Delhi had fared slightly better in 2012, 2013 and 2014 long before Aam Aadmi Party came into existence. In 2009 and 2010 too, under Sheila Dikshit government, government schools had done better than private schools.

Year after year, since the Aam Aadmi Party (AAP) took charge of the city governance, the students of government schools have outshined the private school students. Due credit has gone directly to the Directorate of Education, teachers and students. However, on June 2, news portal The Print decided to âdelve deeper into the dataâ and found out a âfiltering methodâ. The headline of the report said that government schools beat private ones because it fails 50 per cent of its students in Class 9 itself. The Print has based its analysis on this data. On the outset itself, however, one fails to understand how failing or passing 50 per cent students in Class 9 is going to affect the eventual Class 12 results. The students first take up the Class 10 board examination. It should follow that this would instead have an immediate and radical effect on Class 10 board pass percentage. Also, Class 12 copies are checked by CBSE, while Class 9 assessments are done by school teachers. The results of Class 9 are declared in March, which is way before CBSE declares the Class 12 results. Hence, the analogy that an exact number of students passing in Class 12 are promoted from Class 9 to Class 10 seems odd. Letâs âdelve deeper into the dataâ once more to understand whether failing 50 per cent students was a strategy used by the AAP government to enhance the Class 12 results. Also, as accused, whether this alleged data manipulation is the reason behind Delhi government schoolsâ success stories. A complete graph From 2006-07, Delhi government schools saw phenomenal growth in the pass percentage in Class 10 board examinations. In 2007, the pass percentage increased from 59.7 per cent to 71.1 per cent. Post 2009, it never dropped below 89 per cent -- until this year. Between 2010-11 and 2012-13, the pass percentage was as high as 99 per cent in Delhi government schools. Note that in 2011, the Right to Education Act was implemented and the no-detention policy (NDP) came into force. This âfilteringâ analogy implies that when the Class 9 pass percentage reduced, the Class 10 results either stayed the same or improved, because apparently only good students were being promoted to Class 10. Basic data from the Department of Education doesnât corroborate this. Look at the pass percentages data for Class 9 students accessed by Newslaundry. It was 95.1 per cent in 2011-12. This started falling: 68.7 per cent in 2012-13, and then rock bottom to 50.8 per cent in 2015-16. When Delhi government schools promoted 95 per cent of its Class 9 students to Class 10 in 2011-2012, 99 per cent of these students cleared the CBSE board exams in 2012-13. In 2012-13, when these numbers radically dropped to 68 per cent in Class 9, the 2013-2014 Class 10 results witnessed a marginal drop and recorded 98.8 per cent results. In subsequent yearsâ2013-14, 2014-15, 2015-16, 2016-17, when Class 9 results were dismalâClass 10 results witnessed only marginal drops. In 2015-16, it dropped to 89 per cent. This yearâs Class 10 results recorded the worst performance in the past 10 years; only 69 per cent of students managed to clear the Class 10 CBSE exams. Clearly, despite the said filtering process in place, it failed to affect the Class 10 board exams. In fact, the results are showing a declining trend. So then, how was it was concluded that Class 12 results were improving because 50 per cent of students failed in Class 9? Importantly, The Print also mentions 2013-14 and 2014-2015 showing the dip in pass percentage. AAP first came to power in 2013âthat too only for 49 days. In that case, if someone wants to put the blame on those in the power, then it should be then Lieutenant Governor Najeeb Jung. In its second stint, AAP clinched Delhi in February 2015, only days before the batch of 2014-2015 had their exams. Does a lower Class 9 pass percentage connect to the no-detention policy? âThe no-detention policy (NDP) came into effect in 2011,â says a consultant to the DoE, Delhi government, on conditions of anonymity. âThe first batch of students who joined the Delhi government schools in Class 6 that year, faced written exams, with tough marking scheme, for the first time only in 2014-15 [when they reached Class 9]. And you can see the impact on that yearâs pass percentage.â Once the NDP came into effect, the numbers in Class 9 results dwindled consistently after 2012-13. Atishi Marlena, AAP leader and former advisor to the DoE who is hailed for bringing reforms in the Delhi government schools, also points fingers at the NDP. âEarlier also the children in schools were not learning, and after the NDP was introduced, the situation has become worse,â she tells Newslaundry. âWhatever accountability that existed in the system has gone away.â She further says the situation worsened with every passing year as batches of students spent more time under the no-detention policy. In 2016, when Class 9 results hit rock bottom, the AAP government had effectively completed one year in the office. Education minister Manish Sisodia spoke on the record about the crisis the Delhi government schools were going through. The Delhi government circular issued on June 29, 2016, recognised the âserious challengeâ of a large chunk of failing students in Class 9 and rolled out a map to address these issues. A new academic plan called Chunauti 2018 was introduced. âThat year, our findings showed that 45 per cent of Class 9 students were struggling to read, write and do basic mathematics,â says the DoE consultant. The Delhi government accepted that the poor results in Class 9 were largely due to four reasons: the NDP; years of accumulated learning deficit; pressure on the teachers to complete the syllabi leading to inability to bring weaker children to the desired level; and huge variances in basic skills like reading and writing within a single classroom. Under the Chunauti programme, the students were regrouped. Class 6 students were regrouped based on the basic learning level. For Classes 7, 8 and 9, the scores of summative assessments became the basis for the regrouping of students. The programme was aimed to reduce the fail percentage and enhance fundamental learning. For example, students who had failed Class 9 twice or more were categorised under the âModified Patrachar Scheme of Examination 2017ââcalled the VISHWAS sectionâto take their Class 10 board exam. This policy was âproposed to ensure retention of children who have failed in class 9th [sic] repeatedly and to minimise the possibility of their dropout,â the circular read. However, the DoE achieved little success. According to the DoE sources, while about 50,000 students took up the Patrachar exams, only 2,000-3,000 students could clear it. This year, the government made another attempt to get students to take their exams through an open schoolâthe National School of Open Learning, as it is comparatively easier than the CBSE exam. The 2016 circular also asked principals of schools to ensure that âonly the most motivated teachers are deployed for the weakest studentsâ. (Read more here.) Apparently, the policy which was categorised as the âfiltering processâ was brought in to improve the results and performances of students. After the introduction of Chunauti, in 2016-17 and 2017-18, Class 9 results showed marginal improvement. However, Marlena emphasises that âyou see a marginal improvement in the pass percentage but the number of students who are taking up exams of Class 9 are swelling up. While the percentage looks stemmed, the number of students who were passing these exams had increased.â She says that had the government not introduced the remedial classâan intervention brought at Class 9 for the first timeâthe data would have dipped further. Has the larger picture changed in Delhi? According to data accessed by Newslaundry, the pass percentages of Class 11 students of Delhi government schools are as follows: 62 per cent in 2014-15, 73 per cent in 2015-16, and 73 per cent in 2016-17. According to reports, the Class 12 results of Delhi government schools in 2018 were the best in the past 20 years. However, since 2008, the pass percentage for government schools has not gone below 85 per cent. This year, it also outperformed the private schools for the third time in a row. But the results of Class 10 show alarming trends, raising question marks on the Delhi governmentâs education success stories. However, Marlena refuses to accept it as a setback. âThere is no comparison between this yearâs results and last yearâs resultâas this the first time board exams were conducted after a decade,â Marlena says. The CBSE has junked the Continuous and Comprehensive Evaluation (CCE) and has reintroduced board exams this year. Marlena adds, âWe donât have any plans to improve the Class 10 results. Our plan is to improve Classes 6 to 10 collectively. This is the reason we are running programmes like Mission Chunauti and Buniyad and in fact this year, we have convinced MCD schools to run the Mission Buniyad in their schools.â |

Teluguhero:An Indian Express report states that Rs.250 crores had gone down the drain as the Aam Aadmi Partys Model Schools project had severe irregularities. The AAP had sought to convert 54 government schools into model schools and had handed the job of beatification of these schools to Delhi Tourism and Transport Development Corporation (DTTDC). However, merely 3 years later, the walls have developed cracks in some of the recently completed schools. The AAP with its propaganda arm has managed to make a hero out of Atishi Marlena Singh despite the fact that under her watch, Delhi education infrastructure has gone worse from the bad. The photographs of so-called model schools have been spread far and wide across media highlighting them as the champions of AAPs transformative policies but facts point to the contrary. According to reports, the walls of recently completed schools have begun to display cracks.
Teluguhero:Despite tall claims of bettering private schools, the government school children have severely fallen behind. The AAP Government has been propagating misleading information to claim higher passing percentages of Class 12 to project that they have done some substantial reforms. But in reality, the passing percentage for government schools in Delhi have been quite similar to those of private schools. The claims that this is the first time Delhi government schools have outdone private school are not completely true. Reportedly, the government schools in Delhi had fared slightly better in 2012, 2013 and 2014 long before Aam Aadmi Party came into existence. In 2009 and 2010 too, under Sheila Dikshit government, government schools had done better than private schools. Reportedly, a large number of government schools in Delhi does not offer critical subjects like Physics, Chemistry, Mathematics, and Biology, which are taught in private schools. These critical subjects will eventually bring down the passing percentages rates of private schools as they are considered relatively difficult. Without teaching core Science and Mathematics, the AAP run government schools cannot claim to be achieving something revolutionary. Despite all the marketing, the fact remains that the public education system worsened under Manish Sisodia and Atishi Marlena. With highly abusive propaganda machinery behind Aitshi Marlena, it is not surprising that she has been able to pull off such con to make people believe that they have indeed transformed education in Delhi. However, facts prove otherwise.

The ability of the left-Lutyens industry to create new âmediocreâ heroes to necessitate some sort of revolution against a stable-peaceful political system is quite astonishing. First, it was Arvind Kejriwal, then came Kanhaiya Kumar, Shehla Rasheed, Gurmehar Kaur and others, who often marinate in their own mediocrity, attempting to instil anarchy. With these devious ideas and individuals passing into oblivion, the left-liberals amaze us now with propping up Atishi Marlena as some sort of youth icon who revolutionised Delhiâs education. But, as usual, the left propaganda always turns out to be another myth. Atishi âMarx-Leninâ Marlena, the Aam Aadmi Party candidate from East Delhi Lok Sabha constituency, is being hailed as a revolutionary by the Lutyens cabal for her alleged contribution to uplift the Delhiâs education sector. The credentials of Marlena are as weird as her last name. The AAP propaganda cell is somewhat successful in building a âtoo good to be trueâ image for Atishi Marlena by deliberately hiding the disasters that contributed to further deterioration of Delhiâs education system. According to a Twitter user named Ananya, Atishi Singh was born to Delhi University professors Vijay Kumar Singh and Tripta Wahi. She was reportedly named after her parentsâ ideological gurus Karl Marx and Vladimir Lenin. Atishi âMarlenaâ has truly inherited the communist ideology and a born communist. A huge controversy surrounding Athishi Marlena has now erupted after she resorted to religious appeasement by dropping her last name âMarlenaâ as she sounded âChristianâ, which may not be suitable in her campaign during Lok Sabha elections. Interestingly, Marlenaâs parents Vijay Kumar Singh and Tripta Wahi are devout communists. Atishiâs parents belong to the group of âeminentâ personalities who had cryingly written a mercy petition to the President of India against the death penalty for Jaish-e-Mohammad terrorist Afzal Guru. Interestingly, Tripta Wahi is also closely linked to SAR Geelani, one of the notorious face of anti-India and terrorist sympathiser. Her father Prof. Vijay Singh, Editor of a âCommunist propagandaâ website, Revolutionary Democracy, is part of âStalin societyâ, which has the sole mission of defending the revolutionary legacy of the former Soviet dictator Joseph Vissarionovich Stalin, who is responsible for around 20 million deaths in his lifetime. On the other hand, Atishi Marlena has been suspiciously tight-lipped about the involvement of her family in anti-India movements and also regarding her communist credentials. Atishi Marlena is also hailed for her so-called âexemplaryâ accomplishments in the education sector in Delhi. Atishi Marlena is yet another manifestation of left-liberal cabal propaganda of glorifying mediocrity under the garb of intellect. We looked into the claims of Atishi Marlena regarding her âexemplaryâ service to Delhiâs education. Atishi Marlena who started as a spokesperson for AAP was later made âadvisorâ to Education Minister Manish Sisodia. Marlena was later kicked out of the âillegalâ post as they were not sanctioned by the Finance Ministry. The Delhi AAP government had done all the pomp and show along with relentless propaganda to claim that they ârevolutionisedâ public education system in Delhi. However, despite the crores of rupees spent on advertising their so-called achievements, nothing has actually transpired on the ground. According to Dr Nandini Sharma, an elected member and Chairman of the Education Committee of the South Delhi Municipal Corporation, despite all the noise about modernising public school, the AAP government under Manish Sisodia and his advisor Atishi Marlena have not only wasted an opportunity to transform the public education system in the Delhi but also they both further deteriorated the already deteriorated education system in the national capital. An Indian Express report states that Rs.250 crores had gone down the drain as the Aam Aadmi Partyâs âModel Schoolsâ project had severe irregularities. The AAP had sought to convert 54 government schools into model schools and had handed the job of beatification of these schools to Delhi Tourism and Transport Development Corporation (DTTDC). However, merely 3 years later, the walls have developed cracks in some of the recently completed schools. The AAP with its propaganda arm has managed to make a hero out of Atishi âMarlenaâ Singh despite the fact that under her watch, Delhi education infrastructure has gone worse from the bad. The photographs of so-called âmodelâ schools have been spread far and wide across media highlighting them as the champions of AAPâs transformative policies but facts point to the contrary. According to reports, the walls of recently completed schools have begun to display cracks. Atishi Marlenaâs biggest disaster during her time as an advisor to the Delhi government was their incompetency to address the non-availability of teachers that too in an urban conglomeration like Delhi. Generally, the trend is that the teachers are unwilling to work in rural areas compared to urban areas. The preference for urban posting ideally should mean that Delhi should have an excess of teachers but in reality, public schools in Delhi are faced by a severe teacher shortage. Addition to this, the AAP government did not even address the persistent problem of âtextbooksâ shortage. In the 2016-17 academic year, children in Delhiâs government schools received their textbooks in phases, over months some reaching them six to nine months into the session, according to Dr Nandini Sharma. During the tenure of Atishi Marlena as an advisor to Delhiâs Education Minister, the relationship between the private schools and the government had turned extremely hostile. The AAP government was waging a legal battle against private unaided school accusing them of indulging in malpractices and corruption. Interestingly, the Delhi High Court had slammed the state government for not maintaining the same standards that they expect from the private schools. In fact, the Delhi government aggressively used the Right to Education (RTE) act to stifle the autonomy of private schools. Further, the Delhi government in its desperation to appease parents had tried to depict all private schools as extortionists. Despite tall claims of bettering private schools, the government school children have severely fallen behind. The AAP Government has been propagating misleading information to claim higher passing percentages of Class 12 to project that they have done some substantial reforms. But in reality, the passing percentage for government schools in Delhi have been quite similar to those of private schools. The claims that this is the first time Delhi government schools have outdone private school are not completely true. Reportedly, the government schools in Delhi had fared slightly better in 2012, 2013 and 2014 long before Aam Aadmi Party came into existence. In 2009 and 2010 too, under Sheila Dikshit government, government schools had done better than private schools. Reportedly, a large number of government schools in Delhi does not offer critical subjects like Physics, Chemistry, Mathematics, and Biology, which are taught in private schools. These critical subjects will eventually bring down the passing percentages rates of private schools as they are considered relatively difficult. Without teaching core Science and Mathematics, the AAP run government schools cannot claim to be achieving something revolutionary. Despite all the marketing, the fact remains that the public education system worsened under Manish Sisodia and Atishi Marlena. With highly abusive propaganda machinery behind Aitshi Marlena, it is not surprising that she has been able to pull off such con to make people believe that they have indeed transformed education in Delhi. However, facts prove otherwise. |
