Looks like several things happened here. The Indian guy and the officers are not aware of general import rules. a) Commercial imports of diamonds, jewelry, pearls, and precious and semi-precious stones valued at $2,500 or more require a formal entry. (These are probably commercial because I have never seen anyone buy 4 of same kind) b) There is no duty on gold coins, medals or bullion but these items must be declared to a Customs and Border Protection (CBP) Officer. Please note a FinCEN 105 form must be completed at the time of entry for monetary instrumentsover $10,000. This includes currency, ie. gold coins, valued over $10,000.
