Chiranjeevi wants single-window clearance for foreign filmmakers

Tourism minister K Chiranjeevi has recommended to Manmohan Singh that a single film facilitation body be created in every state

In an attempt to make film-making easier for foreign producers in India, tourism minister K Chiranjeevi has recommended to Prime Minister Manmohan Singh that a single film facilitation body be created in every state.

Sources in the ministry told Millennium Post that the minister�s suggestion is to have the nodal facilitation centre located in the chief minister�s office in every state. This center will be headed by an IAS officer. International producers of films that are to be shot in India will then contact the official directly, who would in turn get all clearances for them, said the source. This will essentially create a single-window clearance system to make the process simpler, easier and faster, added the source. Chiranjeevi took this initiative after he met Ang Lee, director of Life of Pi, and Yann Martel, author of the book. While interacting with them he learnt they had to face a number of hurdles while shooting the film. In fact, the source said, the director and author shared with the minister the �bitter experiences� they had in India during the course of shooting crucial sequences of the film.

�Ang Lee told Chiranjeevi they had to get nearly 74 clearances from the government to shoot in Puducherry and Munnar, which delayed the film-making process quite a bit. They were also asked to deposit an amount of Rs 50 lakh to the information and broadcasting ministry, before they could start filming in India,� said the source.

The minister had recently announced several initiatives for promoting �Film Tourism� through films shot in India. A part of which is the �Land of Pi� campaign, introduced to popularise and promote Puducherry and Munnar.

Chiranjeevi Promotes Mani Majra
------------------------------------

Till last year Mani Majra a small town within the Union Territory of Chandigarh, was known mainly for being a prosperous suburb. After the release of the international film �Zero Dark Thirty,� which was shot in Mani Majra, it has acquired the potential to attract international tourists keen to see where the film was shot. The film has received Five Oscar nominations.

Chiranjeevi has launched an effort to popularise the town and inform potential visitors about how to get there. The Incredible India website has not only embedded a You Tube video that shows the majestic mediaeval Mani Majra Fort, but also shows glimpses of the town and shows the exact locations where the film was shot. The website also has a detailed map that shows how to reach Mani Majra by air, rail and road from Chandigarh as well as from the four major international airports of India.

This is part of the Ministry�s efforts launched under Shri K. Chiranjeevi, Minister of Tourism to promote every part of India that has any potential to attract international tourists. It may be recalled that the Ministry had recently launched a campaign to promote Puducherry and Munnar (Kerala) where the international film �Life of Pi� was shot and also hosted a major Tourism Mart at Guwahati last month to promote North-Eastern India for international tourism.

The first success of the North-Eastern campaign has been the attention received in 14 international media outlets (print and electronic) by the hitherto little-known Pobitora Rhinoceros sanctuary near Guwahati.

K Lakshminarayana appointed as Hospitality board's new member, by Chiranjeevi

K Lakshminarayana, chief consultant of Andhra Pradesh Project Facilitators & Consultancy Services Limited (APPFCS) and project associate, APITCO Limited, has been appointed a member of the Hospitality Development and Promotion Board (HDPB by the ministry of tourism. Minister for tourism Chiranjeevi handed over the formal letter of appointment to Lakshminarayana on February 6 at his camp office in Hyderabad.

Lakshminarayana is a market leader in bid process management services, with a successful track record of more than 80 Public Private Partnership (PPP) projects related to tourism, hospitality, leisure, recreation and entertainment. He has worked on projects for government departments, urban development authorities and municipal corporations. He also worked for preparation of DPRs for mobilising Central financial assistance for heritage tourism circuits and destination development projects in AP to the tune of `124 crore.

To address the constraints being faced by the hotel industry in obtaining multiple clearances and to streamline the system for speedy clearances of hotel projects, the government has approved the setting up of a Hospitality Development and Promotion Board (HDPB) for hotel projects. The HDPB will meet at intervals to monitor and facilitate the approvals of hotel projects.

The Board will be operational at three levels: Clearances that are exclusively the responsibility of Central ministries/ authorities; Central clearance incumbent upon State government clearances; and clearances that are the responsibility of State or other levels of State Government.
